11 <br /> On motion by Dr. Brown, seconded by Mr. Huja, the ordinance entitled “AN <br />ORDINANCE TO CONVEY A PORTION OF CITY-OWNED LAND LOCATED ON <br />AVON STREET EXTENDED IN ALBEMARLE COUNTY TO THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION” was offered and carried over to the next <br />meeting for consideration. <br /> <br />REPORT <br />: HEALTH MAPP SYSTEM <br /> <br /> Dr. Lilian Peake, Thomas Jefferson Health District Director, reviewed the <br />Mobilizing for Action through Planning and Partnerships (MAPP) Community Health <br />Status Assessment, a compilation of data that reflects the community’s health. She said it <br />is a community wide strategic tool that will answer three main questions: 1) Who <br />comprises the community, and what do the community members bring to the table: 2) <br />What are the strengths and risk factors in the community that contribute to health? and 3) <br />What is the status of health in the community. The assessment included information on <br />demographics, socioeconomics, health resource availability, quality of life, <br />environmental health, behavioral risk factors, maternal and child health, causes of death, <br />cancer, injury, infectious disease, ambulatory care sensitive conditions, and mental <br />health. <br /> <br /> Mr. Huja said it is an excellent start to have this data. <br /> <br /> Dr. Brown said he participated in the meetings. He noted that the County’s <br />household income is higher than the City’s which causes differences. <br /> <br /> Ms. Edwards said the information regarding disparities in the African-American <br />community is a cause for concern and needs to be addressed as a community. She said it <br />should be a priority to address infant mortality rates. She said health care should be part <br />of a poverty work session discussion. <br /> <br />REPORT <br />: SACAJAWEA HISTORIC MARKER <br /> <br /> Ms. Mary Joy Scala, Planner in Neighborhood Development Services, explained <br />that in October Council asked the Historic Resources Committee to address the issue of <br />the depiction of Sacajawea in the Lewis and Clark statue. She said relatives of Sacajawea <br />provided information for a marker which the Committee preferred. <br /> <br /> Mr. Norris asked if the Committee considered a display or larger plaque against a <br />wall or sidewalk across the street from the statue. <br /> <br /> Ms. Scala said they talked about the wall across Ridge Street, but thought people <br />would not connect it to the statue. <br /> <br /> Mr. Huja said he thinks it would be better located closer to the monument. He <br />said we cannot change history, but we can explain it better. <br /> <br /> Mr. Taliaferro said he is not sure people will see the marker, and said he would <br />like it moved over so people can see it better. <br /> <br /> Mr. Norris said if it was moved over it could be made larger. <br /> <br /> Dr. Brown said it seems a little small, and suggested that the Board of <br />Architectural Review weigh in on the size. <br /> <br /> Mr. Huja said he agrees it should be put on the base of the statue. <br /> <br /> Mr. Norris said he would support leaving it on the base, but making it a little <br />bigger, using the language suggested. Mr. Norris said he would like to have an image of <br />Sacajawea included. <br /> <br /> Ms. Scala said the Committee talked about using the image of Sacajawea that is <br />on the coin. <br /> <br />
