10 <br />the maintenance plan proposal by City Parks & Recreation and in an effort to honor the <br />Lawrence Halprin design. <br /> <br /> Mr. Tolbert said there will be a meeting with procurement staff. He said the <br />contractor for the runnels will begin work in October. He said supplies will immediately <br />be ordered. He said work on the lights will begin in early fall. He said final BAR <br />approval should be done in August or September, and then the design committee will <br />begin work. He said crews on the mall will begin January 2. <br /> <br />APPROPRIATION <br />: $4.5 MILLION BUDGET AMENDMENT FOR DOWNTOWN <br />MALL RESTORATION <br /> <br /> Mr. Tolbert said that this appropriation will move $4.5 million from future CIPs <br />into the current year’s budget. He said bonds will be sold earlier. He said no new money <br />is involved. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the $4.5 million budget <br />amendment for downtown mall restoration was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Mr. Huja said he hopes there will be enough money to deal with the project. <br /> <br />REPORT <br />: POLICE DEPARTMENT <br /> <br /> Captain Allen Kirby reviewed the Field Operations Division of the Police <br />Department. <br /> <br /> Captain Bryant Bibb reviewed the Support Services Division. <br /> <br /> Chief Tim Longo reviewed the Administrative Services Bureau headed by Lt. <br />David Shifflett. Chief Longo presented crime statistics and discussed new initiatives in <br />the department <br /> <br /> Mr. Taliaferro thanked Chief Longo for the good job the department continues to <br />do. <br /> <br /> Ms. Edwards asked about the relationship between the Housing Authority and the <br />Police Department. <br /> <br /> Chief Longo said a police officer is working with the CRHA Board and attends <br />their meetings. He said the no trespass policy has been in place for four or five months. <br /> <br /> Dr. Brown said that the Police Department has a professional and well trained <br />force. He said the Police Academy is a positive way for citizens to understand how the <br />department works. He noted that Chief Longo is quick to give credit to those under him, <br />but he gave credit to the Chief who he says sets the bar high. <br /> <br /> Mr. Norris said he has tremendous respect for the work the Police Department <br />does. He thanked Chief Longo for his efforts with internet crime against youth. He <br />asked about the status of vacancies. <br /> <br /> Chief Longo said there are currently seven vacancies which they are close to <br />filling in September, which means officers should hit the streets in a year. <br /> <br /> Mr. Norris asked about hiring from within the community, and Chief Longo said <br />efforts are made through the intern program and Explorer Program at Charlottesville <br />High School. <br /> <br />REPORT <br />: POLICE ADVISORY COMMITTEE <br /> <br /> Chief Longo said that the Deputy City Attorney, Assistant City Manager and <br />himself have been meeting and recommend the establishment of a nine member <br /> <br />
