He said the committee would have <br />no authority over personnel matters. <br /> <br /> Mr. Taliaferro asked if the committee would be able to meet in closed session if <br />Council makes the appointments. <br /> <br /> Mr. Brown said they would have the same requirements as other public bodies if <br />Council makes the appointment, and could go into closed session for personnel issues. <br /> <br /> Mr. Huja said that several examples presented had members of the governing <br />board on the panels. <br /> <br /> Dr. Brown said he thinks this is a thoughtful model. He said there are no driving <br />issues to make him think it would need more authority than what is recommended. <br /> <br /> Ms. Edwards said she compares it to the Social Services Advisory Board which is <br />appointed by Council and reports back to Council. She said it will provide an important <br />bridge for the community and in developing relationships. <br /> <br /> Mr. Norris agreed, and said it is a thoughtful proposal and appropriate for our <br />community. He agreed that Council should make the appointments. <br /> <br /> Mr. Norris asked whether a member of Council could serve as an ex-officio <br />member. <br /> <br /> Mr. Taliaferro said he would be open to that. <br /> <br /> Dr. Brown said he thinks that is a good idea. <br /> <br /> Ms. Edwards suggested using the Social Services Advisory Board as the model, <br />and assessing the committee after a year. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council approved a nine <br />member committee with a Councilor serving as an ex-officio member by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
