2 <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, presented Council with the City’s <br />organizational chart, but said she has repeatedly heard from citizens that the staff make <br />the policy for the City, not Council. <br /> <br /> Mr. John Hall, Albemarle County resident, said he is working on affordable <br />underground shelters in parks and homes in an effort to end homelessness. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said that Rivanna Water and Sewer <br />Authority has set aside $300,000 for a dredging study, but has now said that issuing of <br />the RFP will be postponed. She said now is the time to get surveys and bids for dredging. <br />She said if a task force is appointed there should be a guarantee that surveys will be done <br />before dam construction. <br /> <br /> Mr. Richards Collins, 108 Wilson Court, said it is his observation that it is <br />difficult for the City Manager to be a member of RWSA and represent Council. He said <br />Council should think about the process of representation on RWSA. <br /> <br /> Dr. Joe Mooney, 201 Sunset Avenue, said there is a crying need for the efficiency <br />in government study. He said the City’s and RWSA’s contracting procedures need to be <br />reviewed. He said it is sad that the proposed membership for the task force is stacked <br />against dredging. He said there is no rate payer category, and that is who will be paying <br />for the water plan. He said it was offensive that the Sierra Club was not suggested for the <br />task force. He suggested that RWSA be directed to form a task force with three <br />opponents of dredging, three proponents of dredging and five rate payers, and that <br />RWSA proceed with the RFP. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said he was not allowed to go into the <br />Transit Center building Saturday evening because he was told it was closed for a Pavilion <br />event. He said the Visitors Center should be open to the public. <br /> <br /> Mr. Raymond Mason, 717 Cynthianna Avenue, expressed concern with the run <br />down condition of Westhaven. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Huja said he would like information on the access to the Visitors Center and <br />the condition of Westhaven. <br /> <br /> Ms. Edwards said that the Housing Authority’s Redevelopment Committee will <br />be discussing Westhaven at a meeting on Tuesday which is open to the public. <br /> <br /> Mr. Norris said that monthly Housing Authority meetings are open to the public <br />as well. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Ms. Nancy O’Brien was <br />appointed to a three-year term as the Poggio a Caiano representative on the Sister City <br />Commission by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. <br />Norris, Mr. Taliaferro. Noes: None. This term will expire on June 30, 2011. <br /> <br /> Mr. Norris announced that the deadline for receipt of Planning Commission <br />th <br />applications has been extended to July 17. <br /> <br />CONSENT AGENDA <br /> <br /> <br />On motion by Dr. Brown, seconded by Mr. Taliaferro, the following consent <br />agenda items were approved by the following vote.
