5 <br />ORDINANCE <br />n. : “AN ORDINANCE AMENDING AND REORDAINING <br /> ARTICLE I (ADMINISTRATION), DIVISION 5 (COMPLIANCE AND <br /> ENFORCEMENT OF THE ZONING ORDINANCE” (carried over) <br /> <br />ORDINANCE <br />o. : “AN ORDINANCE AMENDING AND REORDAINING <br /> ARTICLE III OF CHAPTER 31 (UTILITIES) OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1990, AS AMENDED, BY ADDING NEW SECTIONS 31- <br /> 102.1 AND 31-106.1 RELATED TO WATER AND SEWER FACILITY FEES FOR <br /> AFFORDABLE HOUSING” (carried over) <br /> <br />REPORTS <br />: DEPARTMENT OF SOCIAL SERVICES <br /> SOCIAL SERVICES ADVISORY BOARD <br /> <br /> Mr. Robert Cox, Director of Social Services, presented an overview of the <br />Department of Social Services and discussed performance measures used and interagency <br />partnerships. <br /> <br /> Ms. Diane Kuknyo, Chief of Administration for the Department of Social <br />Services, reviewed the cost to operate Social Services programs and provided information <br />on the revenue sources for administration and direct benefits. <br /> <br /> Ms. Connie Jorgensen, Chair of the Social Services Advisory Board, said that <br />Social Services’ employees are proud of what they do and we should be proud of them. <br />She said progress has been made over the last year in foster care. She said a new grant <br />has funded a social worker at Johnson Elementary School and there is a new adult <br />guardianship program. She said the Board is paying close attention to child care <br />subsidies and will be asking Council to provide a match if required for State funding. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Cox reviewed the <br />Comprehensive Services Act which became State law in 1994 and requires more local <br />services rather than State facilities. <br /> <br /> Responding to a question from Dr. Brown about cost shifting, Mr. Cox said that <br />State administrative funding was frozen in the 1990s. <br /> <br /> Responding to a question from Mr. Norris, Mr. Cox said that 70% of the children <br />in foster care are there due to behavioral issues. <br /> <br /> Mr. Huja asked if there is client feedback, and Mr. Cox said annual client surveys <br />are conducted, and they are in the process of refining the surveys. <br /> <br /> Dr. Brown said child care is an important issue. He said Social Services has a <br />great, dedicated staff, and they should be commended. <br /> <br /> Ms. Edwards said she is the current Council representative on the Advisory <br />Board, and she echoed Dr. Brown’s comments. <br /> <br />DISCUSSION <br />: POVERTY ISSUES FOR FUTURE WORK SESSION <br /> <br /> Mr. Cox said staff suggested potential topics for a poverty work session, including <br />looking at statistics and best practices around the country. <br /> <br /> Mr. Huja asked if Council should have more of a community forum. <br /> <br /> Mr. Norris suggested talking with the Quality Community Council about possibly <br />having a joint work session with them. He said he would support both a forum and work <br />session. <br /> <br /> Dr. Brown said he would like to look more at helping families get out of poverty, <br />but not duplicating Social Services. He said he would like to look at available services, <br />and noted that a crucial ingredient is access to banking. <br /> <br /> <br />
