10 <br />Agreement between the City of Charlottesville, as “Grantor” and the Commonwealth of <br />Virginia, as “Grantee”, granting a temporary construction easement across and through <br />McIntire Park for construction of McIntire Road Extended, and related utility and <br />drainage work. The approximate location of the easement area is shown on a drawing <br />dated June 23, 2008 and entitled “Proposed McIntire Road Extended U000-104-V02, PE- <br />101”. <br /> <br />BE IT FURTHER RESOLVED <br /> that this Resolution is enacted with the <br />expectation that Albemarle County, in response to the granting of this temporary <br />construction easement, will: <br /> <br />1) Commit to a continued and substantial increase in funding for public transit; <br />2) Commit to making extensive pedestrian and bicycle improvements within the <br />urban ring; <br />3) Commit to building a transportation connector between Sunset Avenue and <br />Fontaine Research Park/29-250 Bypass that would divert traffic from Old Lynchburg <br />Road; and <br />4) Commit to continued development of alignment and funding scenarios for the <br />Eastern Connector. <br /> <br />BE IT FURTHER RESOLVED <br /> that the Charlottesville City Council requests <br />that the Virginia Department of Transportation use any means at their disposal to ensure <br />that Albemarle County is capable of meeting the City Council’s expectations as <br />expressed herein. <br /> <br />RESOLUTION <br />: APPROVING DESIGN CONCEPT FOR ROUTE 250 <br />BYPASS/MCINTIRE ROAD EXTENDED PROJECT <br /> <br /> Ms. Jeanette Janiczek, VDOT Program Manager, said staff would like official <br />th <br />confirmation of the discussion at the June 4 work session about the design concept for <br />the interchange so the consultants can move along with the design. She said a decision <br />will have to be made about closing Hillcrest, and a meeting will be held with the <br />neighborhood. <br /> <br /> Mr. Norris asked if there is any scenario that will keep Hillcrest open. <br /> <br /> Ms. Janiczek said they have not gotten into that. She said the concern is about <br />safety if it remains open. <br /> <br /> Mr. Taliaferro suggested looking at emergency vehicle access. He said he <br />supports keeping Hillcrest open if possible. <br /> <br /> Mr. Huja said he is not a great fan of the interchange. He said his strategy is to <br />see the least imprint that we can have. He said he agrees with having a flat bridge as it <br />takes less land. He noted that the drawings do not show any stone on the bridge. <br /> <br /> Ms. Janiczek said they did not go into detail about the design, noting that can be <br />designed later. <br /> <br /> Mr. Huja said he would like it designed as attractively as possible. <br /> <br /> Dr. Brown said Council talked about having the trail closer to the road. He said <br />the idea of having the trail on the west side is still under consideration. <br /> <br /> Ms. Janiczek said they can move forward on those once the design alternative is <br />chosen. <br /> <br /> Responding to a question from Mr. Norris, Ms. Janiczek said the pedestrian <br />bridge is still in the plan. <br /> <br /> Mr. Huja said he would like to see Hillcrest be kept open. <br /> <br /> <br />
