11 <br /> Mr. Norris agreed, and asked if it would be possible to create another entrance <br />into the neighborhood (i.e. from Allied Street) without financial cost to the neighborhood. <br /> <br /> Mr. Huja said that could be part of the project cost. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the Resolution Approving <br />the Design Concept for the McIntire Road/250 Bypass Interchange was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Huja, Mr. Taliaferro. Noes: Ms. Edwards and <br />Mr. Norris. <br /> <br />WHEREAS <br /> , numerous Public Hearings have been conducted in the City of <br />Charlottesville after due and proper notice for the purposes of considering the design of <br />the McIntire Road Extended Project U000–104-102, and for the Route 250 Bypass <br />Interchange at McIntire Road Project 0250-104-130, at which drawings and other <br />pertinent information were made available for public inspection in accordance with state <br />and federal requirements; and <br /> <br /> WHEREAS, all persons and parties in attendance were afforded full opportunity <br />to participate in said hearings; and <br /> <br />WHEREAS <br /> , representatives of the City of Charlottesville, were present and <br />participated in said hearings; and <br /> <br /> WHEREAS <br />, the Council has previously requested the Virginia Department of <br />Transportation to program both projects, the McIntire Road Extended Project and the <br />Route 250 Bypass Interchange at McIntire Road Project, into the Commonwealth’s Six- <br />Year Improvement Program; <br /> <br />WHEREAS <br /> , the City has been working on the preliminary engineering phase of <br />the Route 250 Bypass Interchange at McIntire Road Project for the last two years and <br />Council has recently selected Alternative G1 with modified trail and straight girder <br />bridge design as the preferred alternative and the request for construction bids is <br />scheduled for April 2010; <br /> <br /> WHEREAS <br />, the Virginia Department of Transportation is currently finalizing the <br />construction plans and documents for the McIntire Road Extended Project and the request <br />for construction bids is scheduled for October 2008; <br /> <br />WHEREAS <br /> , the Council fully deliberated and considered all such matters; now <br /> <br />THEREFORE BE IT RESOLVED <br /> , in the spirit of cooperation and <br />coordination for the public good, that the Council of the City of Charlottesville hereby <br />states its good faith intent to move forward expeditiously in pursuance of a satisfactory <br />grade-separated interchange design which allows for a synchronized construction <br />schedule and roadway opening date of said interchange no later than six months after <br />completion of the McIntire Road Extended Project. <br /> <br /> Mr. Huja said he hopes the interchange comes in within budget. <br /> <br />ND <br />APPEAL <br />: BOARD OF ARCHITECTURAL REVIEW DECISION FOR 509 2 <br />STREET, N.E. <br /> <br /> Ms. Mary Joy Scala, Preservation and Design Planner, reviewed the history of the <br />appeal. She said in March of 2008 the BAR approved a certificate of appropriateness for <br />nd <br />509 2 Street, N.E. with the condition that details go back to the BAR for final approval. <br />She said residents in the neighborhood appealed the decision to Council saying the <br />nd <br />building was too big, the mass and scale were not consistent with the 2 Street residences <br />and the design paid too much attention to the automobile. She said Council referred the <br />matter back to the BAR, and asked the applicant to meet with the BAR and neighbors and <br />to make the design more street friendly and more to the scale of the street. She said the <br />BAR discussed the matter and some felt that the March approval was correct. She said <br />the applicant’s architect met with the Chair of the BAR and there was agreement between <br /> <br />
