17 <br />targeted neighborhoods, designate the percentage for social programs, and give any <br />additional guidelines. <br /> <br /> Responding to a question from Dr. Brown, Mr. Norris said that the CDBG funds <br />previously allocated to the Housing Authority are in the capital budget and will be used <br />for repairs. <br /> <br /> Mr. Huja said that if CRHA has not used their money maybe it should be <br />reprogrammed. Mr. Huja suggested no priority neighborhood for one year as otherwise <br />the money will just sit somewhere. <br /> <br /> Dr. Brown disagreed about reprogramming funds for CRHA. He said he would <br />like to know what priority neighborhood funds are used for. <br /> <br /> Ms. Celii said that in Ridge Street they were used mostly for infrastructure such <br />as sidewalks and in Rose Hill for substantial home rehabilitation. She said Council has <br />focused more on housing rehabilitation lately. <br /> <br /> Mr. Huja said he thinks the existing priorities are good. <br /> <br /> Dr. Brown said he would like to see if there are ways to address energy costs <br />through rehabilitation, and suggested adding language. <br /> <br /> Councilors indicated that they agreed with the existing priorities with the addition <br />of language about addressing energy costs. <br /> <br /> Mr. Norris said his preference would be to keep CRHA the priority neighborhood <br />given their needs. <br /> <br /> Ms. Edwards said she would like CRHA to continue to be the priority <br />neighborhood. She said she would like to link it with workforce development for teens <br />and young adults. <br /> <br /> Mr. Taliaferro said he would agree about not having a priority neighborhood this <br />year. <br /> <br /> Dr. Brown asked if there is a concern about losing CDBG funds due to CRHA not <br />spending their allocation, and Ms. Celii said not right now. <br /> <br /> Ms. Edwards said she would like more information on the problems with CRHA. <br /> <br /> Ms. Celii said she understands it is an issue of staffing. <br /> <br /> Dr. Brown said he agrees with keeping CRHA as the priority neighborhood, but <br />would like assurances that they are moving forward with projects. <br /> <br /> Council agreed to maintain the current percentage for social programs and to <br />designate CRHA as the priority neighborhood. <br /> <br /> Mr. Norris said he would like to make his annual plug that when CRHA develops <br />their master plan the entire CDBG amount go to them as that meets the goals of CDBG <br />funds. <br /> <br />RESOLUTION <br />: CITY FUNDING FOR MONTICELLO VISTA APARTMENTS <br /> <br /> Mr. Tolbert said Piedmont Housing Alliance was awarded $200,000 for <br />investment at the Monticello Vista Apartments from the category of special needs. They <br />have written to Council asking for relief from the two restrictions that apply as part of <br />this funding program, that the projects serve households with incomes below 30% of the <br />area median income and that the tenants be residents of the City. Mr. Tolbert said the <br />other funding agencies have a problem with the conditions. He said that the residency <br />condition could be more of a gentleman’s agreement. <br /> <br />
