18 <br /> <br /> Responding to a question from Dr. Brown about how people apply for housing, <br />Mr. Peter Loach, representing PHA, said they have to follow VHDA guidelines. He said <br />there is a federal rule against restrictions based on residency. He said when there is a <br />vacancy, they first go to the area Section 8 waiting list and Region Ten. <br /> <br /> Dr. Brown said he would like to be reassured the City is not the only one paying <br />to make low income and special needs housing available. <br /> <br /> Mr. Loach noted that Albemarle County approved CDBG funds for a Crozet <br />project. <br /> <br /> Mr. Norris said the question is if we put in 5% of funding should there be a <br />blanket residency requirement. He said the goal should be to have multi-jurisdictional <br />projects. <br /> <br /> Mr. Huja said he serves on the PHA Board, but is not paid so he has no conflict of <br />interest. He said having a side agreement on the residency and percentage would meet <br />the same goal. <br /> <br /> Mr. Taliaferro agreed with Mr. Huja. He said he thinks we should give <br />preference to City residents, but does not want to cause problems. He said he would like <br />to seek multi-jurisdictional projects in the future. <br /> <br /> Mr. Huja noted there were no residency requirements when the City provided <br />funds for the Dogwood Housing project. <br /> <br /> Mr. Taliaferro made a motion to approve staff’s recommendation by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br />RESOLUTION <br />: SPECIAL PERMIT TO INCREASE RETAIL AREA, PARKING <br />AND YARD REGULATIONS AT 910-916 GROVE STREET/909-911 KING STREET <br /> <br /> Mr. Huja said he is not opposed to the idea, but would like to encourage them to <br />contribute to affordable housing. <br /> <br /> Mr. Tolbert said that the proposal, which has not been adopted, is to require 5% of <br />units be affordable. <br /> <br /> Ms. Valerie Long, counsel for the applicants, said they originally did not think <br />this condition would apply because they are not seeking higher density. She said the <br />rd <br />issues are setbacks and reconfiguring the retail space. She said this is the 3 phase of the <br />th <br />project, and noted that the 4 phase will require rezoning, and then the affordable <br />housing policy will be in effect. She said the applicant is happy to commit to doing that <br />at that time. <br /> <br /> Mr. Tolbert said that the proposal is still in draft form. <br /> <br /> Mr. Norris asked if it would be fair to hold this project to a different standard. <br /> <br /> Dr. Brown agreed with Mr. Norris, and said he would have trouble applying a <br />policy that has not been written yet and holding up the project. He said the policy should <br />be applied once it is approved. Dr. Brown made a motion to approve the special use <br />permit. <br /> <br /> Mr. Taliaferro seconded the motion. <br /> <br /> Mr. Brown said there was an omission regarding set backs that needs to be <br />included in the resolution. <br /> <br /> <br />
