10 <br /> <br /> Dr. Brown said he thinks this is a great area to work cooperatively with <br />Albemarle County on public education on rights of pedestrians. He also suggested <br />having a stand alone “City Notes” and having the County do the same. He said we could <br />also get the Division of Motor Vehicles to emphasize it, and perhaps add pedestrian <br />rights to their driving test. He said he supports the recommendations, but said they are <br />expensive, noting that a big cost is making ADA ramps accessible. He asked if there are <br />other ways to do this that would be cheaper. <br /> <br /> Mr. Tolbert said that can be looked at. <br /> <br /> Ms. Audrey Danenberg of the Department of Blind and Visually Impaired, a <br />member of the Committee, offered to go with Council to look at the curb cuts. She said <br />they should be changed so they are perpendicular to streets rather than on the corner as <br />many are now. <br /> <br /> Mr. Norris asked if storm drains cause a hazard, and Mr. Tolbert said that is one <br />of the policy issues. <br /> <br /> Ms. Edwards asked if evaluation can be done every three to six months. She <br />asked what the process will look like. <br /> <br /> Mr. Tolbert said a schedule can be set up and regular updates can be given. <br /> <br /> Mr. Huja said it is an excellent report, but said he would hate to use billboards for <br />public education. He suggested putting LED lights at the crossing at the federal <br />courthouse, and said two could be used on Water Street <br /> <br /> Mr. Tolbert said LED lights are not put at signalized intersections. He said it is <br />proposed to have LED lights by the Water Street parking garage and the new hotel <br />because of the heavy pedestrian traffic. <br /> <br /> Mr. Huja said zebra strips bother him, and he thinks brick crossings are pretty <br />visible. Mr. Huja said that while the crossing at the Virginia Industries for the Blind was <br />not in the study area, he thinks there is a need for improvement at that crossing. <br /> <br /> Dr. Brown said it is his observation that City vehicles do a good job stopping for <br />pedestrians, but suggested a periodic reminder to City staff to set a good example. <br /> <br /> Mr. Huja made a motion to approve the recommendations, with the exception of <br />using billboards for public education, and Dr. Brown seconded the motion. The <br />recommendations, minus use of billboards, were approved by the following vote. Ayes: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
