11 <br />She said problems are City-wide, and the committee is working with staff and the <br />consultant to determine the level of service we need and where they are gaps. She said a <br />rate structure and credit policy will be included in the committee’s recommendations. <br />She said a major reinvestment in new pipes and cleaning of pipes is needed. She said <br />public education is a big piece. She said the next step is to meet with stakeholder groups. <br /> <br /> Mr. Huja expressed concern about financing and what we can afford to do. <br /> <br /> Mr. Taliaferro said we will be presented with alternatives. <br /> <br /> Responding to a question from Mr. Norris about engaging large property owners, <br />Ms. Riddervold said the advisory committee has been relied on to represent them. She <br />said they will be invited to a separate meeting to give insight to what the fees could look <br />like. <br /> <br />RESOLUTION <br />: ENVIRONMENTAL CHECKLIST FOR CITY PROJECTS <br /> <br /> Mr. Tolbert explained that the Sustainability Committee suggested that we have <br />an environmental checklist to use for City project. He said the list will be provided to <br />developers, though we cannot compel them to follow them. He said that Dr. Brown <br />asked that the checklist be brought forward for City projects. He said the intent is to use <br />the checklist to think through projects. <br /> <br /> Mr. Huja said he thinks the checklist is a good idea. He said item #6 regarding <br />tress could be made a little stronger. He said he has a question about the alternative for <br />impermeable surfaces. <br /> <br /> Mr. Norris asked if we have information available to developers on best practices <br />if they ask. <br /> <br /> Mr. Tolbert said we have some information, and said that they can also meet with <br />City engineers. <br /> <br /> Mr. Huja said he would like to include energy conservation on the checklist. <br /> <br /> Mr. Taliaferro made a motion to approve the checklist, amended to include Mr. <br />Huja’s suggestions about trees and energy conservation. Ms. Edwards seconded the <br />motion and it was approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. <br />Huja, Mr. Norris, Mr. Taliaferro Noes: None. <br /> <br />WHEREAS <br /> , the City Council of the City of Charlottesville appointed a Citizens <br />Committee on Environmental Sustainability (CCoES) in December 2006 to address ways <br />in which the City of Charlottesville can become more sustainable, and <br /> <br /> WHEREAS <br />, the CCoES has recommended that city projects use an <br />environmental checklist to consider the environmental impact of their development plans, <br />and; <br /> <br />WHEREAS <br /> , the City Council believes that this checklist should be followed for <br />all City projects, and that in addition all project managers shall verify their zoning before <br />initiating a project. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville as follows: <br /> <br />• That the attached advisory environmental checklist be used by City Council as <br />they evaluate or initiate any capital improvement projects, or consider a project proposed <br />by the public. <br /> <br />• That all City departments be required to use the checklist for all capital <br />improvement projects. For new projects, this checklist will used as one of the key <br />references for projects that are submitted to the City Manager at the time of capital <br /> <br />
