For projects already funded, responses to the checklist items will be <br />submitted along with the site plan application, as required by NDS. <br /> <br />• That, in the spirit of continual improvement, this advisory environmental checklist <br />be reviewed by staff on an annual basis to ensure that it is appropriate, effective, and <br />inclusive of applicable issues. <br /> <br />• That the attached zoning verification form will be completed as directed by all <br />project managers for all projects and submitted to the zoning administrator for review and <br />approval. <br /> <br />RESOLUTION <br />: GREEN BUILDING POLICY <br /> <br /> Ms. Judy Mueller, Director of Public Works, said staff was asked to formalize the <br />policy that staff has already initiated to incorporate green building practices for major <br />City projects. She said staff will report back to Council on a regular basis, and will <br />continue to monitor standards. She said she anticipates upfront costs to be 1% to 3% of a <br />project, but said a payback is expected. <br /> <br /> Mr. Huja said it is a great policy, and he moved approval of the green building <br />policy. Mr. Taliaferro seconded the motion. <br /> <br /> Mr. Norris said is it important that the City set an example for what we want to <br />see the community do. <br /> <br /> The resolution approve the green building policy was approved by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: <br />None. <br /> <br />WHEREAS <br /> , the City Council of the City of Charlottesville is a signatory to the <br />U.S. Mayors Climate Protection Agreement which promotes sustainable building <br />practices and energy efficiency; <br /> <br />WHEREAS <br /> , the City Council’s 2025 Vision Statement and the City’s <br />Comprehensive Plan incorporate goals and objectives related to green building practices; <br /> <br />WHEREAS <br /> , the number of green building related efforts to-date support the <br />City’s goals and commitment to environmental improvement and sustainability; <br /> <br />NOW THEREFORE, BE IT RESOLVED <br /> by the City Council of the City of <br />Charlottesville as follows: <br />• The City of Charlottesville is committed to incorporating green building practices <br />regarding site selection and development, water and energy efficiency, air quality <br />protection, and material selection (with regards to both origin and content). <br />• That the U.S. Green Building Council (USGBC) LEED standard will be used to <br />guide the design and construction process for all major City owned buildings and <br />renovation projects to ensure that a basic suite of practices are consistently incorporated. <br />• That an internal cross-departmental team of knowledgeable staff review all major <br />building construction and renovation projects and evaluate whether such projects present <br />the opportunity to pursue LEED or similar third-party certification. <br />• That City Council is informed on a regular basis of the status of green building <br />efforts, including certification(s). <br />• That staff continue to monitor industry standards by which green building <br />practices are evaluated in order to ensure that any third-party certification process is <br />appropriate and applicable to municipal projects. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Huja said he would like to revisit the issue of Westhaven. He said he hopes <br />Mr. Norris, as a member of the Housing Authority, will emphasize the importance of <br />maintenance. <br /> <br /> <br />
