2 <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, expressed concern that no one has contacted NDRA about the <br />pedestrian study committee, and said that most of the people impacted are not involved. <br />She asked Council to coordinate with the Board of Supervisors to allow the public to <br />speak at every Dredging Task Force meeting. <br /> <br /> Mr. Jeff Synder,800 Druid Avenue, said he petitioned for traffic calming next to <br />Belmont Park a year ago, but it did not qualify for traffic calming. He said there is no <br />enforcement along this road. He said he hopes that the City will at least control the speed <br />of buses. He suggested that the City buses could set an example for pedestrian safety. <br /> <br /> Mr. Dan Rosensweig, 740 Lexington Avenue, delivered a letter from Poggio a <br />Caiano Mayor Marco Martini. He said the previously proposed student exchange is very <br />important to our sister City, and he implored Council to encourage the School Board and <br />staff to explore the student exchange. <br /> <br /> Mr. Stratton Salidas, 704 Graves Street said that three Councilors are trying to <br />give away land in McIntire Park for the Meadowcreek Parkway in violation of the State <br />constitution which requires a super majority. He asked citizens to contact him to help <br />mount a legal challenge to the road. <br /> <br /> Ms. Naomi Roberts, 1140 St. Clair Avenue Extended, said that five retired police <br />officers have died since December. She asked that a moment of silence be held for them. <br /> <br /> Mr. Raymond Mason, 717 Cynthianna Avenue, said he was not impressed with <br />the Housing Authority meeting he attended. He challenged Council to meet him and the <br />media at Westhaven and see what terrible condition it is in. <br /> <br /> Ms. Robbi Savage, representing the Rivanna Conservation Society, expressed <br />support for the City’s new stormwater initiative. She invited Council to the Society’s <br />annual meeting on Saturday, and to participate in the Rivanna River clean up on <br />th <br />September 20. She said she supports designating the Rivanna River as a scenic river. <br /> <br /> Ms. Linda Seaman, 2010 Greenbrier Drive, said that the Meadowcreek restoration <br />project, installing a new sewer interceptor line, is a significant project, and she invited <br />Council to attend a meeting with the Greenbrier Neighborhood Association about the <br />th <br />project on September 24. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Norris asked for a moment of silence to honor the retired police officers who <br />have recently died as suggested by Ms. Roberts. <br /> <br /> Mr. Huja said that as far as he knows what Council has done about the <br />Meadowcreek Parkway was legal and proper. He said the Housing Authority needs to <br />deal with the condition of Westhaven. <br /> <br /> Mr. Taliaferro asked the City Attorney to address the supermajority issue. <br /> <br /> Mr. Brown said that there is a constitutional provision for a supermajority to <br />approve conveyance of certain types of property. He said the action Council recently <br />took was to authorize a temporary construction easement, and a supermajority does not <br />apply. He said the road will belong to the City. He said a permanent easement was <br />granted to the portion of land in the County, but the land will remain titled to the City. <br />He said an Attorney General opinion was requested and received that the conveyance <br />from a municipality to the State for the road is not within the statute for a supermajority. <br /> <br /> Mr. Taliaferro said he hopes staff will revisit traffic calming adjacent to Belmont <br />Park because of the children and activities there. He thanked Ms. Roberts for suggesting <br />a moment of silence. He said he cannot disagree with the comments about Westhaven, <br />and said we need to find a way to do something about that situation. <br /> <br /> <br />
