<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, September 5, 2008 from 4:00 p.m. to 7:00 p.m. and Saturday, <br />September 6, 2008 from 8:30 a.m. to 4:00 p.m. IN THE Stonewall Jackson Hotel, 24 S. <br />Market Street, Staunton, VA. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Annual Council Retreat <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />STONEWALL JACKSON HOTEL – September 5, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Councilors and staff took the BEST Profile, an instrument that identifies general <br />personality patterns that make up behavior, and discussed the implications for Council’s <br />work as a group. <br /> <br /> Councilors discussed processes, staffing, interactions, and communication, and <br />what helps and hinders their work. <br /> <br /> The meeting was adjourned. <br /> <br />STONEWALL JACKSON HOTEL – September65, 2008 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Councilors agreed to hold the first Thursday of the month for work sessions. <br /> <br /> Councilors agreed to try to meet with the City Manager in pairs for discussion of <br />certain issues rather than individually. <br /> <br /> Councilors discussed how they like to receive information (i.e. e-mail, phone <br />calls, face to face). <br /> <br /> Councilors asked that agendas be more descriptive, especially of zoning issues. <br /> <br /> Council brainstormed factors impacting the City’s work in the next two years as <br />listed below: <br /> <br /> <br /> Economic Factors: <br /> <br /> Lack of money. <br /> Dire economic situation of citizens because of oil and gas prices. <br /> The revenues from local, state and federal sources are going down. <br /> Gas prices are impacting city transportation. <br /> UVA bring money to the city, but also many cars and occupy lots of housing. <br /> <br /> Social Factors: <br /> <br /> Race relations…lack of diverse applicants for city jobs. <br /> Increased gap in income…greater inequality. <br /> The challenge of moving people out of poverty. <br /> <br /> Political Factors: <br /> <br /> <br />
