2 <br /> State and federal mandates are increasing. <br /> We need more public engagement. <br /> We are forced to look at expenditures more critically. <br /> <br /> Other Factors: <br /> <br /> There is an awareness of our impact on the environment. <br /> Effects of deferred maintenance. <br /> Aging infrastructure. <br /> How to do energy conservation when one has low income. <br /> Land locked…need to keep our 10 square miles healthy via collaboration. <br /> Growing up…higher density. <br /> <br /> The following trends that will influence the conduct of city government were <br />listed: <br /> <br /> Losing our middle class in Charlottesville at an accelerating rate. <br /> Schools keep getting better. <br /> Young people, especially African Americans, are not equipped to get into the <br /> marketplace. <br /> High cost of living coupled with low wages. <br /> Violence within certain neighborhood is increasing. <br /> City is increasingly seen as a place people want to be. <br /> <br /> After creating and discussing a long list of possible priorities, the Council selected <br />priorities for 2007-2010. The selected issued are listed below in priority order: verbatim. <br /> <br />1. Affordable Housing (5 Council Members) <br /> <br /> Public housing rehabilitation and development <br /> Improved quality of public housing <br /> Increase supply of affordable housing for the disabled, working poor and service <br /> professionals (teachers, etc.) <br /> More new affordable housing. <br /> S.R.O. <br /> Public housing redevelopment <br /> <br />2. Repair Aging Infrastructure (4 Council Members) <br /> <br />3. Workforce development (4 Council Members) <br /> <br /> More and better job opportunities <br /> Strategy: When we spend money on infrastructure, ask contractors to train and <br /> hire local people. <br /> Improve job skills <br /> Workforce development in low and extremely low neighborhoods. <br /> Move residents out of poverty through more aggressive approach to workforce <br /> development. <br /> Continue to expand youth employment program <br /> <br /> 4. Race Relations (4 Council members) <br /> <br /> Recruiting a diverse workforce <br /> Increase hiring and retention of people of color <br /> Build stronger black middle class <br /> Improve race relations <br /> <br />5. Greener City (3 Council Members) <br /> <br /> Achieve 40% tree canopy goal. <br /> Trees <br /> More tree planting <br /> <br />
