He said he
thinks Council should follow the lead of the Planning Commission.

Ms. Edwards said she thinks it is hard to do partial designation. She said she is
hearing the concern, but said she believes we can communicate well and come to terms
with any future redevelopment plan. She said Preston Avenue has great potential.

Mr. Taliaferro said he agrees with the Planning Commission’s recommendation
about the Monticello Dairy.

Mr. Huja said he has concerns with the recommendation about including the
buildings on either side, but can go either way.
Mr. Norris said he supports preserving the original structure, but feels the
recommendation is a little arbitrary. He said he would support allowing flexibility with
the newer structures.

On motion by Dr. Brown, seconded by Mr. Taliaferro, the ordinance entitled “AN
ORDINANCE AMENDING AND REENACTING THE ZONING MAP
INCORPORATED WITHIN SECTION 34-1 OF THE CHARLOTTESVILLE CITY
CODE, 1990, AS AMENDED, BY THE REZONING OF A PORTION OF 946 GRADY
AVENUE (FORMER MONTICELLO DAIRY BUILDING) TO ADD AN HISTORIC
OVERLAY DISTRICT DESIGNATION TO THE PROPERTY, AND ALSO
AMENDING AND REENACTING SECTION 34-273 OF THE CHARLOTTESVILLE
CITY CODE TO ADD THE PROPERTY TO THE CITY’S LIST OF INDIVIDUALLY
PROTECTED PROPERTIES” was offered and carried over to the next meeting for
consideration.

Mr. Huja said he thinks the Wachovia building is a good example and said we
should try to preserve it without the canopy.

Dr. Brown agreed.

Ms. Edwards said the appealing part of the building is that it has a Jeffersonian
appeal.

Mr. Taliaferro said he supports the designation of the Wachovia building.

On motion by Dr. Brown, seconded by Mr. Taliaferro, the ordinance entitled “AN
ORDINANCE AMENDING AND REENACTING THE ZONING MAP
INCORPORATED WITHIN SECTION 34-1 OF THE CHARLOTTESVILLE CITY
CODE, 1990, AS AMENDED, BY THE REZONING OF A PORTION OF 901 EMMET
STREET (WACHOVIA BANK BUILDING) TO ADD AN HISTORIC OVERLAY
DISTRICT DESIGNATION TO THE PROPERTY, AND ALSO AMENDING AND
REENACTING SECTION 34-273 OF THE CHARLOTTESVILLE CITY CODE TO
ADD THE PROPERTY TO THE CITY’S LIST OF INDIVIDUALLY PROTECTED
PROPERTIES” was offered and carried over to the next meeting for consideration.

Ms. Scala said that if included in the designation the back additions to the Coca
Cola Bottling Company on Preston Avenue would be subject to review by the Board of
Architectural Review. She said if they are not included in the designation the BAR
would have review of any new additions.

Mr. Huja said he supports only including the 1939 portion of the property.

Mr. Taliaferro said he agrees with Mr. Huja.

Dr. Brown and Ms. Edwards said they support designating the entire property.

Mr. Norris said he supports preserving just the front portion.

On motion by Mr. Huja, seconded by Mr. Taliaferro, the ordinance entitled “AN
ORDINANCE AMENDING AND REENACTING THE ZONING MAP
