12 <br />INCORPORATED WITHIN SECTION 34-1 OF THE CHARLOTTESVILLE CITY <br />CODE, 1990, AS AMENDED, BY THE REZONING OF 722 PRESTON AVENUE TO <br />ADD AN HISTORIC OVERLAY DISTRICT DESIGNATION TO THE PROPERTY, <br />AND ALSO AMENDING AND REENACTING SECTION 34-273 OF THE <br />CHARLOTTESVILLE CITY CODE TO ADD THE PROPERTY TO THE CITY’S <br />LIST OF INDIVIDUALLY PROTECTED PROPERTIES,” with only the front 1939 <br />portion included in the designation, was offered and carried over to the next meeting for <br />consideration. <br /> <br />th <br /> Mr. Huja said he thinks the Coca Cola building on 10Street is a unique example <br />of an industrial building. <br /> <br /> Dr. Brown, Mr. Taliaferro and Mr. Norris said they support the designation. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, the ordinance entitled “AN <br />ORDINANCE AMENDING AND REENACTING THE ZONING MAP <br />INCORPORATED WITHIN SECTION 34-1 OF THE CHARLOTTESVILLE CITY <br />CODE, 1990, AS AMENDED, BY THE REZONING OF 134 10th STREET, N.W. TO <br />ADD AN HISTORIC OVERLAY DISTRICT DESIGNATION TO THE PROPERTY, <br />AND ALSO AMENDING AND REENACTING SECTION 34-273 OF THE <br />CHARLOTTESVILLE CITY CODE TO ADD THE PROPERTY TO THE CITY’S <br />LIST OF INDIVIDUALLY PROTECTED PROPERTIES” was offered and carried over <br />to the next meeting for consideration. <br /> <br /> Dr. Brown asked staff to look at our ability to assist with applications to the <br />National Historic Registry. <br /> <br /> Mr. Huja said he thinks staff ought to do it if they can. <br /> <br /> Ms. Edwards asked that consideration be given to designating Westhaven. <br /> <br /> Ms. Scala said that a survey could be done of Westhaven. <br /> <br />DISCUSSION <br />: POTENTIAL FUNDING MECHANISMS FOR A REGIONAL <br />TRANSIT AUTHORITY <br /> <br /> Mr. Norris said that the RTA working group is in the process of putting together <br />enabling legislation for a regional transit authority and for the authority to raise revenue. <br />He asked Councilors which revenue source they would want to include. He said the <br />working group felt a one cent sales tax increase would be the best option. He said he is <br />not asking Councilors if they would vote for a sales tax increase now, but whether they <br />would prefer to seek authority for that or for a grab bag approach. He said the Albemarle <br />County Board of Supervisors supported the sales tax. <br /> <br /> Mr. Huja said more people would be unhappy with the grab bag approach, and he <br />thinks a sales tax would be easier. <br /> <br /> Mr. Norris said the revenue could be used for an expanded regional transit system <br />and also local road projects that are now in limbo. <br /> <br /> Mr. Huja said it could also be used for bike and pedestrian improvements. <br /> <br /> Mr. Taliaferro said he favors a one cent sales tax increase which he thinks would <br />be fairer. <br /> <br /> Dr. Brown agreed, noting that would not burden home owners. He said he thinks <br />it is unlikely we will be given permission for the sales tax increase, but he hopes we can <br />get a structure for a regional transit authority. <br /> <br /> Ms. Edwards agreed. <br /> <br /> <br />
