Noes: Ms. Edwards. <br /> <br />REPORT <br />: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />LEGISLATIVE PACKAGE <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, said there are five priority items in the legislative package: 1) honoring <br />funding to localities and relaxing requirements; 2) keeping land use and management <br />tools; 3) dedicated revenue stream for transportation funding; 4) better partnership with <br />the State regarding the Comprehensive Services Act; and 5) urging the State to pay its <br />share of public education. He said the package also includes areas of continuing concern. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Blount said the language about <br />the regional transit authority is consistent with that of the working group. <br /> <br /> Mr. Norris said it also addresses other transportation needs. <br /> <br /> Mr. Huja suggested that there be two separate sentences about the regional transit <br />authority, one for governance and one for funding, and Councilors agreed. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the Thomas Jefferson <br />Planning District Commission Legislative Package, as amended, was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />REPORT <br />: CITY LEGISLATIVE PACKAGE <br /> <br /> Mr. Brown explained that the City’s legislative package has five specific <br />segments: 1) scenic river designation for Rivanna River; 2) imposition of taxes for local <br />improvements (i.e., sidewalks, drainage, etc.) either by consent of property owner or a <br />supermajority of Council; 3) enabling legislative for a regional transit authority and one <br />cent sales tax increase; 4) allowing the City to make loans to homeowners for clean <br />energy; and 5) supporting a smoke-free law for indoors, or giving the City the authority <br />to enact such as ordinance. Mr. Brown said the package also includes endorsement of the <br />TJPDC and Virginia Municipal League legislative programs. He said no request has <br />been made to include restoration of voting rights for felons, but that can be added. <br /> <br /> Dr. Brown asked for an example of where we might have used the tax for local <br />improvements, and Mr. Brown said the purpose of it is for use with undergrounding of <br />utilities. <br /> <br /> Dr. Brown said he supports adding restoration of voting rights for felons. <br /> <br /> <br />
