11 <br /> Mr. Huja asked why we cannot also make grants rather than just loans for clean <br />energy. <br /> <br /> Dr. Brown said we have the ability to give grants, but this legislation would allow <br />us to make loans secured by real estate taxes or passed on to the next owner. <br /> <br /> Mr. Norris said we are currently restricted to affordable housing, but the new law <br />would not restrict us to that. <br /> <br /> It was the consensus to add restoration of voting rights for felons. <br /> <br /> Mr. Norris said he is not sure he would vote for #2, but is okay with getting the <br />legislation. <br /> <br /> Ms. Edwards echoed Mr. Norris’ concern about #2. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the City’s Legislative <br />Package, as amended, was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: REALLOCATION OF PARKS AND RECREATION FY 09 <br />CAPITAL IMPROVEMENT PROGRAM FUNDS <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said that two projects, Meade <br />Park and Smith Pool, are to be completed by 2010. He asked Council to reallocate <br />$700,000 in capital improvement funds to be used for Smith Pool. He said this would <br />delay the master plan implementation for Rives Park, defer a decision on the master plan <br />for Forest Hills Park, and delay master plan implementation for Azalea Park. He <br />explained that would allow for the addition of a geothermal well system, a viewing area, <br />an expanded public fitness area, and two separate bodies of water with different water <br />temperatures at Smith Pool. Mr. Svetz said he has limited staff to deal with <br />implementation of the new master plan for parks. <br /> <br /> Mr. Norris said he would like to take a close look at restoring funds for Forest <br />Hills Park because of the water consumption. <br /> <br /> Mr. O’Connell said we can keep opportunities open until we see what the future <br />economic conditions are. <br /> <br /> Dr. Brown said it makes sense to have a separate competitive pool, and having an <br />area for parents to watch their kids is a big improvement. He suggested that the issue of <br />Forest Hills Park be brought back to Council in the spring. <br /> <br /> Mr. Huja said he supports the changes suggested as it gives us a lot more options. <br /> <br /> Mr. Taliaferro said he supports the recommendations. <br /> <br /> Ms. Edwards said she supports the recommendations, and noted that they will <br />allow the schools to be more competitive. <br /> <br /> Mr. Huja said having public fitness space is important. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, the Resolution Reallocating <br />Capital Improvement Program Funds was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />BE IT RESOLVED <br /> by the City Council of the City of Charlottesville, Virginia <br />that $700,000 in the Parks and Recreation FY 10 Projected Capital Improvement <br />Program be reallocated to be used for the new Smith Aquatic and Wellness Center, that <br />the master plan implementations for Rives Park and Azalea Park be delayed, and that a <br />decision on the master plan for Forest Hills Park be deferred. <br /> <br /> <br />
