13 <br /> Dr. Brown said if we are in the middle of a drought warning, planting should not <br />be done. He said he is leery of weakening our ordinance. <br /> <br /> Ms. Mueller said staff tried to make our ordinance consistent with Albemarle <br />County. <br /> <br /> Dr. Brown said that he thinks in a drought people will use more water because of <br />these amendments. Dr. Brown said he would like Council to be notified if waivers are <br />granted. <br /> <br /> Ms. Huja said he thinks the recommendations seem reasonable and not so <br />onerous. <br /> <br /> Mr. Taliaferro said he is fine with the ordinance. <br /> <br /> Ms. Edwards said she has no problem with the recommendations. <br /> <br /> Mr. Norris said he thinks it is good to have the regulations spelled out, and he <br />supports the ordinance. Mr. Norris noted that an amendment was added to the resolution <br />approving the water supply plan to increase conservation. He asked where we are with <br />that and what more can we be doing. <br /> Ms. Mueller said that rainwater harvesting is the biggest thing that is being done. <br /> <br /> Mr. Norris said he thinks Russ Perry can give us good ideas on other steps. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE TO AMEND AND RE-ORDAIN SECTION 31-125 (CONSERVATION <br />OF WATER DURING EMERGENCIES) OF ARTICLE III (WATER AND SEWERS <br />GENERALLY) OF CHAPTER 31 (UTILITIES) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO CHANGE RESTRICTIONS ON <br />THE CONSERVATION OF WATER DURING EMERGENCIES” was offered and <br />carried over to the next meeting for consideration. <br /> <br />RESOLUTION <br />: DESIGNATING $100,000 FROM CAPITAL IMPROVEMENT <br />PROGRAM FOR DOWNTOWN MALL RESTORATION (MARKETING EXPENSES) <br /> <br /> Dr. Brown said he would like to get a better sense of what Council is being asked <br />to do, and what we did when the east end of the mall was under construction. <br /> <br /> Mr. Aubrey Watts, Director of Economic Development, said that mostly in-kind <br />contributions were made by downtown businesses for the east end of the mall <br />construction, and it was all run through the Downtown Business Association, and mostly <br />included advertising about businesses still being open. He said the proposal now is for <br />advertising, creating a longer impression of downtown beyond construction. <br /> <br /> Mr. Huja said he supports the proposal generally, but would like to know more, <br />including what amount of cash businesses will be putting up. <br /> <br /> Mr. Watts said that is still being developed, and reimbursements will be made as <br />expenses are incurred. <br /> <br /> Mr. Tolbert said a committee will develop specifics. He said the plan is to hold <br />events as parts of the mall are finished. <br /> <br /> Mr. Huja said he is hesitant to commit $100,000 without details, and suggested <br />providing half of that amount now. <br /> <br /> Mr. Taliaferro asked about the timeline, and Mr. Watts said marketing efforts <br />need to start right away. He said he feels the entire amount is needed, but $50,000 would <br />get things started. <br /> <br /> <br />
