14 <br /> Dr. Brown said we need to make sure people know the mall is open for business <br />and that parking is available. He said that is important and something we should do. He <br />said this project encompasses more blocks than the east end construction, but will be <br />done in a shorter time period. He said he is not sure he is willing to commit to a long- <br />term marketing plan. He said he is willing to go along with assisting with advertising. <br />He said he would rather have businesses contribute than us reimbursing them. He said he <br />supports approving half of the amount requested as an initial infusion and match. He said <br />staff can come back with a plan for the remaining amount. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council approved the <br />Resolution authorizing $50,000 in a dollar for dollar match for cash or in-kind <br />contributions for marketing expenses for the mall renovations by the following vote. <br />Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />WHEREAS <br /> , the Downtown Mall will be undergoing signification reconstruction <br />over the next two (2) years; and <br /> <br />WHEREAS <br /> , the Downtown Business Association and other mall merchants have <br />proposed that the City alleviate the impact on their businesses by contributing a <br />maximum of $50,000 to support and implement a marketing plan for the Downtown Mall <br />during the reconstruction period; and <br /> <br /> WHEREAS <br />, the City funding would be matched dollar-for-dollar by the <br />Downtown Business Association in either cash or in-kind services; and <br /> <br />WHEREAS <br /> , a committee of Downtown Mall merchants and City staff would be <br />created to oversee the development and implementation of such marketing plan; now, <br />therefore <br /> <br />BE IT RESOLVED <br /> by the City Council of the City of Charlottesville, Virginia <br />that the sum of $50,000 of currently appropriated funds in the Capital Improvement Fund <br />(Mall Construction Account P-00156), is hereby allocated to support marketing efforts <br />during the reconstruction of the downtown mall, <br /> <br />BE IT FURTHER RESOLVED <br /> by the City Council of the City of <br />Charlottesville, Virginia that the City will match, dollar-for-dollar, expenditures for <br />marketing by Downtown Mall merchants or businesses, in either cash or in-kind services, <br />as approved by City staff, up to a maximum of $50,000. <br /> <br />OTHER BUSINESS <br /> <br />rd <br /> Mr. Tolbert said the parking study will be presented to Council on November 3, <br />and there will be a meeting with businesses next week. He said staff feels there should <br />not be a lot of major changes during the mall renovation. He said the issue of parking <br />across the tracks will be contentious. <br /> <br /> Mr. Huja asked if staff will be presenting the eastern connector report, and Mr. <br />Tolbert said it will be scheduled for November. <br /> <br /> Mr. O’Connell presented a report on the airport runway expansion to Council, and <br />suggested that the Airport Manager come to Council in two months to talk about their <br />plans. <br /> <br />th <br /> It was agreed that the poverty work session would be moved to November 6. <br /> <br /> Mr. O’Connell said that a budget report will be presented to Council on <br />th <br />November 17 for this year and next year. He said a freeze has been put on new capital <br />projects and new hires. <br /> <br />PUBLIC <br /> <br /> <br />There were no matters by the public. <br /> <br />
