2 <br />AWARDS/RECOGNITIONS <br />: PASTORAL CARE WEEK PROCLAMATION; <br />EDUCATION ADVISORY COMMITTEE AWARDS FOR ACCESSIBILITY <br />IMPROVEMENTS <br /> <br /> Mr. Norris presented the Pastoral Care Week proclamation. <br /> <br /> Ms. Emily Dreyfus of the School’s Special Education Advisory Committee, <br />presented accessibility improvement awards to citizens and City staff. <br /> <br />PUBLIC <br /> <br /> Ms. Joyce Murray, 1637 Milton Road, representing the Ashlawn Opera Festival <br />which is being sponsored in collaboration with Charlottesville Schools, announced the <br />upcoming opera, Noye’s Fludde. Student involved in the production also spoke about the <br />opera. <br /> <br /> Ms. Carla Manno, 324 7 ½ Street, expressed concern about how information is <br />provided to citizens regarding City business. She said the City should establish some <br />other way to communicate upcoming public meetings such as a visual display on the <br />mall, and said she would be happy to help. She asked for an update on the staff person <br />that was supposed to help with citizen involvement. <br /> <br /> Mr. Sean Dougherty, 126 Garrett Street, expressed concern that parking spaces do <br />not turn over on Garrett Street. He said there are many new businesses in the area. He <br />said changes have been delayed due to the parking study and now he is told they will <br />have to wait until the mall renovations are done. <br /> <br /> Mr. Chip Tucker, representing the Charlottesville Center for Peace and Justice, <br />noted that Council adopted a resolution in 2003 opposing the war in Iraq. He said he <br />does not want another misguided war in Iran, and presented a petition urging Council to <br />pass a resolution opposing a war in Iran. <br /> <br /> Mr. David Swanson 707 Gillespie Avenue, asked Council to adopt a resolution <br />opposing a war in Iran, noting that hundreds of localities are passing similar resolutions. <br /> <br /> Ms. Denise Tynan, 3968 Keswick Road, read the proposed resolution opposing a <br />war in Iran. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said that Rivanna Water and Sewer <br />Authority recently announced that the price of the Ragged Mountain dam has risen to a <br />minimum of $70 million and more likely $85 million. He said the consultant is now <br />having second thoughts about the dam and offered four other options. He asked how it is <br />being justified for staff to tell the public incorrect costs. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said the public does not understand the <br />issues. She said RWSA board members are very busy, no discussions are going on, and <br />there is a vacuum in leadership. She asked for Council to look into the matter. She said <br />the board members either need to be elected by the public, or people like Kevin Lynch or <br />Downing Smith should be appointed to the board. She said we need to look at the cost of <br />the pipeline, and need a dredging survey. <br /> <br /> Mr. Colin Hood, representing U. Va. Student Council, asked Council to adopt an <br />ordinance prohibiting early signing dates for apartment leases which he said creates stress <br />for students. <br /> <br /> Ms. Shannon Smith, representing U. Va. Student Council, agreed with Mr. Hood <br />about early lease signings. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that the penalty for idling buses <br />proposed in the ordinance is too low. She said she is not sure what item #2 in the <br />legislative package means. She said the resolution about the development review process <br />gives more power to staff, and she would rather not see that. She said the RWSA Board <br /> <br />
