Main Street, supported the <br />marketing expenses for the downtown mall renovations. He said assistance is needed to <br />keep businesses strong. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said the water supply plan is a terrible <br />mess and the consultants are incompetent. <br /> Mr. Morgan Perkins, owner of Sage Moon Gallery at 420 E. Main Street, <br />supported the marketing expenses for the mall renovations, and said time is of the <br />essence. She said survival is important for businesses. <br /> <br /> Mr. Rick Jones, a local property owner and manager, responded to the comments <br />made by the U. Va. Student Council representatives. He said education is the most <br />appropriate way to handle the matter. He noted that leasing season has not been moved <br />up for years. He said he does not agree that the free market should be legislated. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Huja asked staff to follow up on parking needs for the south of the railroad <br />tracks. <br /> <br /> Mr. O’Connell said that the parking study will be presented to Council in <br />November. <br /> <br /> Responding to a question from Mr. Taliaferro about the idling bus penalties, Mr. <br />Craig Brown said that the amount is mandated by State law. <br /> <br /> Dr. Brown thanked Carla Manno for her comments, and said the visual display is <br />a good idea. He said there are a couple of aspects to the parking issue south of the tracks, <br />with the needs of businesses versus employees, and we need to proceed in a timely <br />fashion. He said he is also concerned about the cost of the dam. He asked if the fault <br />fracture in the bedrock a part of the new cost or cost overruns. He said we need more <br />information on what the costs are. He asked if it would cost a lot less if the dam was <br />raised only a small amount. <br /> <br /> Ms. Edwards said she admires the Mayor for taking a stand on Iran, but as an <br />elected body she does not think we should be involved on a national level when we have <br />issues of violence in our own neighborhoods. She suggested creating a bridge between <br />the Center for Peace and Justice and local neighborhoods. <br /> <br /> Mr. Huja said things have changed about the water plan and we need to review it <br />further in light of the new facts. <br /> <br /> Mr. Taliaferro said the ever changing price tag of the water plan does shake his <br />confidence in RWSA. <br /> <br /> Mr. Norris said that Maurice Jones is the community staff member that Ms. <br />Manno asked about. He asked if Council has the authority to pass such an ordinance as <br />requested by the U. Va. Student Council representatives. <br /> <br /> Mr. Brown said he has not seen the proposed ordinance, but Council would likely <br />have to get General Assembly authority. <br /> <br /> Mr. Norris said the Meadowcreek Parkway was contingent on the County <br />completing a study of an eastern connector, but it was not specified that they would build <br />it. He said the only viable alignment is through Pen Park and there is no funding for the <br /> <br />
