6 <br />PUBLIC HEARING/ORDINANCE <br />: GRANTING EASEMENT TO UNIVERSITY <br />OF VIRGINIA FOR ELECTRICAL DUCT BANK UNDER EMMET STREET <br /> <br /> Mr. Brown said the University of Virginia has requested an easement for <br />electrical duct bank work under Emmet Street. He said staff has approved the request <br />and it will have no budget impact. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Dr. Brown, seconded by Ms. Edwards, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE GRANT OF UTILITY EASEMENTS UNDER <br />EMMET STREET TO THE RECTOR AND VISITORS OF THE UNIVERSITY OF <br />VIRGINIA” was offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: OLD LYNCHBURG ROAD <br /> <br /> Mr. Tony Edwards, City Engineer, listed the goals for Old Lynchburg Road <br />improvements: pedestrian safety, better traffic movement, bike access, sidewalks and <br />drainage. <br /> <br /> Mr. Kamran Khalilian, of HSMM/AECOM, Inc., said the neighborhood was <br />involved in developing the goals and the scope of the project. He reviewed the <br />recommendations. <br /> <br /> Responding to a question from Mr. Huja about the estimated cost of the project, <br />Mr. Khalilian said the original conceptual design, which included retaining walls, was $3 <br />million plus. He said the estimate would be lower now due to the removal of the <br />retaining walls and the bidding climate. <br /> <br /> Mr. Norris noted that part of the funding will be from proffers from the Biscuit <br />Run development. He said the question is how we make up that gap. <br /> <br /> Mr. O’Connell said that $3 million in the CIP over the next three years is <br />proposed. He said this money will then be reimbursed with the proffer funding. <br /> <br /> Mr. Huja asked when the design will be completed, and Mr. Khalilian said in <br />early 2010. He said there will be a lot of public involvement. <br /> <br /> Dr. Brown said he likes the proposed bike plan. <br /> <br />REPORT <br />: AIRPORT MASTER PLAN <br /> <br /> Ms. Barbara Hutchinson, Director of Aviation, reviewed the history of the Airport <br />and revenue sources. She reviewed Phases I, II and III of the 20 year Master Plan and <br />discussed the runway extension and sources of infill. She reviewed recent projects of the <br />Airport. <br /> <br /> Mr. Norris asked if the Airport’s long-term plans include a transit connection. <br /> <br /> Ms. Hutchinson said that the Airport is interested in working with the proposed <br />regional transit authority. <br /> <br /> Dr. Brown said the Airport is easy to use and very friendly. <br /> <br />REPORT <br />: ENERGY CONSERVATION UPDATE – CITY FACILITIES <br /> <br /> Mr. Lance Stewart, Facilities Manager, reviewed energy saving projects for City <br />and School buildings, the savings to date, and projected payback time. Mr. Stewart <br />noted that some City buildings, such as the transit building, have unique needs. <br /> <br /> <br />
