Dr. Brown asked for a summary of City policies that help us be more <br />frugal with energy. <br /> <br /> Mr. Norris noted that streetlights are energy hogs. <br /> <br /> Mr. Stewart said staff has had discussions with Dominion Power about the <br />streetlights. <br /> <br /> Mr. O’Connell said the dilemma is that streetlights are part of a contract with <br />municipalities as a group and changes will need to be made to that contract. <br /> <br /> Responding to a question from Mr. Norris about purchase of renewable energy, <br />Mr. Stewart said the State has changed the way energy is sold and Pepco is pulling out, <br />which means that it is less likely in the short-term that we will have a supplier. <br /> <br />ORDINANCE <br />: ZONING – DENSITY LIMITATIONS IN R-3, R-UMD AND R-UHD <br />DISTRICTS <br /> <br /> Mr. Brian Haluska, Planner in Neighborhood Development Services, said that the <br />amendments were initiated by the Planning Commission, but after review the Planning <br />Commission voted to deny the zoning amendments. <br /> <br /> Mr. Huja said he concurs with the Planning Commission and made a motion to <br />deny the ordinance. Ms. Edwards seconded the motion and the ordinance entitled “AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 34-367, 34-368, AND <br />34-420 OF CHAPTER 34 (ZONING) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO DENSITY <br />LIMITATIONS IN R-3, R-UMD AND R-UHD DISTRICTS” was denied by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Noes: None. <br />Absent: Mr. Taliaferro. <br /> <br />PUBLIC <br /> <br /> Mr. M. Rick Turner, 1663 Brandywine Drive, President of the Charlottesville- <br />Albemarle NAACP, speaking on behalf of African-American men who work in Parks <br />and Recreation, said they have been discriminated against and Human Resources has <br />refused to pursue the matter. He said there have been racial slurs and double standards. <br />He said the NAACP requests that Council conduct a full investigation. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said the issue of the e-mail about editing <br />of the consultants report on dredging is not just a matter of a typo. She said rate payers <br />paid a lot of money for advice and it looks like the consultants were steered. She said she <br />thinks it is a serious matter and she would like the City Attorney to look at it. She said <br />she would like feedback from Council. <br /> <br /> Ms. Edwards said she echoes the importance of a community conversation on <br />race. <br /> <br /> Mr. Huja said we need to look into the matter. <br /> <br /> Mr. O’Connell said Council will be given a report in January about a community <br />discussion on race. He said the City has a very diverse workforce and provides a lot of <br />training on diversity. He said racism will not be tolerated. He said a fair and deliberate <br />investigation will take place and swift action will be taken. <br /> <br /> Dr. Brown suggested that the Mayor be involved in the process. <br /> <br /> Dr. Brown commended Ms. Mooney for her manner in dealing with the water <br />issue. <br /> <br /> The meeting was adjourned. <br /> <br />
