11 <br /> Ms. Cynthia Adams, Climate Protection Program Coordinator for the City, <br />explained that $100,000 to $125,000 was set aside for a grant or loan for low income <br />residents for weatherization and renovations. <br /> <br /> Mr. Tolbert asked Council for guidance in order to develop an ordinance for the <br />program in the following areas: agreement on the use of funds for energy efficiency <br />identified through an energy audit; agreement on the amount of money to be set aside in <br />the CIP; agreement on whether to require an energy audit; agreement about whether it <br />should be a loan versus grant program. He said it is recommended that CDBG funding <br />guidelines be followed. <br /> <br /> Mr. Huja said he thinks we ought to have an audit requirement. He said he thinks <br />the amount recommended is reasonable, but he would like to see it go to improvements, <br />not administrative costs, except for the audit. <br /> <br /> Mr. Norris asked who would do the audits, and Mr. Tolbert said that it could be <br />done through the Charlottesville Community Design Center or by whoever provides the <br />service. <br /> <br /> Mr. Norris said CDBG guidelines are notorious for requiring a lot of red tape, and <br />Mr. Tolbert said the recommendation is to just following their guidelines for income. <br /> <br /> Mr. Norris asked if residences would need to be owner occupied to qualify, and <br />Mr. Tolbert said yes. <br /> <br /> Ms. Adams said it is proposed that the City host a meeting with all groups to <br />strategize. <br /> <br /> Mr. Tolbert said an ordinance will come back to Council. <br /> <br />RESOLUTION <br />: MEMORANDUM OF UNDERSTANDING ON WATER SUPPLY <br /> <br /> Mr. O’Connell explained that Rivanna Water and Sewer Authority has <br />recommended that there be a panel review of the design and cost of the water supply <br />plan, but Council had supported a broader review. He said it was agreed at the joint <br />meeting of the Council, Board of Supervisors, Rivanna Water and Sewer Authority and <br />th <br />Albemarle County Services Authority on November 25 that a summary be written up <br />and approved by all four boards, and therefore the memorandum of understanding was <br />drafted. <br /> <br /> Mr. Norris suggested reframing the discussion and simplifying the process by <br />adopting a resolution stating Council’s intent to see the studies move forward. He <br />suggested that Council go on record endorsing items one through four in the proposed <br />MOU, adding a fifth that construction of the dam will not move forward with <br />construction of the dam until studies are completed. <br /> <br /> <br />
