10 <br />Charlottesville community. The following goals were created by the MAPP Steering <br />Committee: 1) Reduce the prevalence of tobacco use and obesity; 2) Improve mental <br />health and ensure access to appropriate quality mental health services; 3) Reduce <br />substance abuse to protect health, safety and quality of life for all; 4) Reduce the infant <br />mortality rate in Charlottesville/Albemarle; and 5) Reduce the disparity between white <br />and black infant mortality in Charlottesville/Albemarle. <br /> <br /> Ms. Edwards said that being able to collaborate with existing groups is important. <br /> <br /> Dr. Peake said that the U. Va. Office for Health Equity has identified two census <br />tracts where there are health shortages, which makes them eligible for federal funding for <br />a health care center, offering primary, mental health and dental services on a sliding scale <br />to low income persons. She said if Council is interested a grant could be written for the <br />funds, and a board would have to be created. She said someone would not have to live in <br />the tract to receive the services. <br /> <br /> Mr. Norris asked about the logic of adding a new center when existing agencies <br />are struggling for funding. He asked if the existing agencies could be used to shore up <br />existing services, and Dr. Peake said she does not think so. <br /> <br /> Dr. Brown asked if the funds would be new or would compete with agency <br />funding, and Dr. Peake said she does not know. <br /> <br /> Dr. Brown said he would like to look further into the matter as soon as possible. <br />He said it would be a great opportunity to make a difference. <br /> <br /> Mr. Taliaferro agreed that we should take a look at it and see if the funds would <br />compete with other agency funding. <br /> <br /> Mr. Norris said he would like additional information on other similar clinics and <br />any cost to localities, including matching funds required. <br /> <br /> Dr. Peake said that in 2006 the Free Clinic wanted to build on the Health <br />Department site but that was deemed infeasible. She said changes are proposed and <br />space will now be available. She said they have worked with the Free Clinic to provide <br />adult dental care which they are willing to do. She said the Free Clinic is willing to do <br />renovations to the Health Department space for their use, and the agreement with them <br />will need to be amended. <br /> <br /> Mr. Craig Brown, City Attorney, said this will need to come back for formal <br />approval by Council. <br /> <br />RESOLUTION <br />: ENERGY CONSERVATION – RESIDENTIAL HOUSING <br />ALLOCATION OF FUNDS FOR CONSERVATION EFFORTS <br /> <br /> <br />
