15 <br />expeditiously make arrangements for the Water Conservation Study outlined in <br />Paragraph 2 above. <br /> <br /> 8. Authority. The City Council, the County Board of Supervisors, the ACSA <br />Board of Directors and the RWSA Board of Directors understand that in the interest of <br />time, the studies described herein will be implemented and supervised by the City’s <br />Public Works Director, the ACSA’s Executive Director and the RWSA’s Executive <br />Director, and such individuals are hereby given the authority to obtain such studies and to <br />exercise reasonable discretion in connection therewith within the parameters set forth <br />herein without the requirement for further consultation with the Parties hereto. <br /> <br /> 9. This MOU shall be governed in all respects by the laws of the <br />Commonwealth of Virginia. <br /> <br /> 10. This MOU, and any amendment or modification that may hereafter be <br />agreed to in accordance with the provisions herein, constitute the entire understanding <br />between the Parties with respect to the matters addressed, and supersede any and all prior <br />understandings and agreements, oral or written, relating hereto. <br /> <br />WHEREAS <br /> these terms are agreeable to the City of Charlottesville, the County <br />of Albemarle, the Albemarle County Service Authority and the Rivanna Solid Waste <br />Authority, each party offers its signature this 15th day of December, 2008. <br /> <br />nd <br />APPROPRIATION <br />: FY 2008 YEAR END APPROPRIATIONS (2 reading) <br /> <br /> Mr. Bernard Wray, Director of Finance, recommended that the appropriation be <br />amended to reduce gas costs from $400,000 to $143,000, with the savings added to future <br />reserve. <br /> <br /> Mr. Norris asked that allocations for Council priorities be specified. <br /> <br /> Mr. O’Connell said there is a Council reserve of $50,000. He said free fare on <br />transit for VIEW clients is up in the air. He said he is concerned about doing anything of <br />consequence given the economy. <br /> <br /> Ms. Edwards said ideas that were discussed for reallocation of funds included <br />water conservation, workforce training, energy efficiency for low income residents, <br />health clinic, tree planting, work readiness program, doubling of the summer youth <br />program, and workforce diversity. <br /> <br /> Mr. Norris suggested applying some of fuel reserves to Council priorities. <br /> <br /> Mr. O’Connell said the summer internship program will be discussed as part of <br />the budget. He said there are also the issues of a health center, dialogue on race and fare <br />free transit. <br /> <br /> <br />
