5 <br /> Mr. Norris said Council will consider a resolution in January or February <br />officially adding a Councilor and Board of Supervisors member to RWSA and RWSA, <br />and will hold a public hearing on the proposal. He said a critical question was to what <br />extent has the Chair of RWSA and RSWA been driving a personal agenda versus <br />bringing the City and County together. He said Mr. Gaffney has been very effective in <br />getting the City and County agreement on solid waste. He said Council and the Board of <br />Supervisors will have a more direct role in the future. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. Huja asked that the Tenant Bill of Rights be removed from the consent <br />agenda so that it can be read. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. <br />Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> <br />a.Minutes of November 17 and December 1 <br /> <br />APPROPRIATION <br />b. : $20,780 – Insurance Reimbursement (carried over) <br /> <br />RESOLUTION <br />c. : Lease Amendment – Visitors and Convention Center in <br /> Transit Center <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the Mayor to sign the following document, in form <br />approved by the City Attorney: <br /> <br /> Amendment to Lease Agreement for Commercial Space between the <br /> City of Charlottesville (“City”) and the Charlottesville Albemarle <br /> Convention and Visitor Bureau, to allow expansion of the leased <br /> Premises at 610 East Main Street under the lease agreement dated <br /> April 1, 2007 <br /> <br />RESOLUTION <br />d. : Support of Local Reentry Initiative for Inmates <br /> <br />WHEREAS, <br /> the Code of Virginia directs the Office of the Secretary of Public Safety to <br />establish a system for coordinating the planning and provision of reentry <br />services for offenders; and <br /> <br />WHEREAS, <br /> the Virginia Policy Academy has established the Virginia Reentry Pilot <br />Program in five localities focusing on state prisoners and one local jail <br />focusing on local inmates; and <br /> <br />WHEREAS, <br /> the Charlottesville/Albemarle Community has been identified to pilot a <br />local reentry program to integrate service delivery and interagency <br /> <br />
