5 <br /> Mr. Norris said Council will consider a resolution in January or February <br />officially adding a Councilor and Board of Supervisors member to RWSA and RWSA, <br />and will hold a public hearing on the proposal. He said a critical question was to what <br />extent has the Chair of RWSA and RSWA been driving a personal agenda versus <br />bringing the City and County together. He said Mr. Gaffney has been very effective in <br />getting the City and County agreement on solid waste.
