These terms will expire December 31, 2011. On motion by Dr. Brown, seconded by Mr. Taliaferro, Mr. Gib Akin was appointed to a three-year term on the Personnel Appeals Board by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire December 31, 2011. On motion by Dr. Brown, seconded by Mr. Taliaferro, Ms. Kim Blatz was reappointed to a two-year term on the Rivanna Solid Waste Advisory Committee by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on December 31, 2010. On motion by Dr. Brown, seconded by Mr. Taliaferro, Mr. Michael Gaffney was reappointed to a two-year term as the joint City/County appointment and Chair of the Rivanna Solid Waste Authority and Rivanna Water and Sewer Authority by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on December 31, 2010. On motion by Dr. Brown, seconded by Mr. Taliaferro, Ms. Linda Johnson was appointed as the City’s representative to the Thomas Jefferson Emergency Medical Services Council by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Mr. Huja thanked two outgoing members of the Parks and Recreation Advisory Board, Sallie Brown and Cheryl Ribando for their faithful service. Dr. Brown said there were a number of good candidates for board vacancies. He said Mike Gaffney has done a good job on the Rivanna Water and Sewer Authority and Rivanna Solid Waste Authority, has created an open environment and has made a real commitment to bringing the City and County together. Ms. Edwards said there were a number of good candidates for RWSA and RSWA and the decision was difficult. She said the question is how we get more involved and become more open and transparent, and what is Council’s part. She said Council has talked about adding a member of Council and the Board of Supervisors to RWSA and RSWA. Mr. Taliaferro concurred with comments made and said he has been impressed by Mr. Gaffney’s commitment and honesty. Mr. Huja said that Council will be making a request that a member of Council and the Board of Supervisors be added to RWSA and RSWA.
