3 <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />Mr. Norris said that a number of safety issues at Westhaven have been addressed, <br />and he encouraged Mr. Mason to attend a meeting of the Housing Authority which <br />oversees Westhaven. <br /> <br /> Mr. Taliaferro thanked Mr. Smith for his comments. Referring to comments <br />made by Mr. Collins, he said one of the contractors for the mall renovations has made a <br />significant commitment to hire local residents. <br /> <br /> Dr. Brown thanked Mr. Smith for his comments, and asked Mr. O’Connell to <br />address comments made by Mr. Pfaltz at the next meeting. He said he looks forward to <br />the NAACP’s anniversary, and said Mr. Turner has done a great job as President. <br />Referring to comments made by Mr. Collins, he said that the poverty level in <br />Charlottesville includes U. Va. students. He said the City does a lot for affordable <br />housing. <br /> <br /> Mr. O’Connell said that ten year financial trends and the number of employees are <br />listed on the City’s website, and he encouraged Mr. Pfaltz to look at the information. He <br />said that three general fund employees have been added in the past few years, and he <br />noted that Social Services employees are funded mostly by the State. <br /> <br /> Referring to comments made by Mr. Lynch, Ms. Edwards said the City has a lot <br />of infrastructure needs including the dam. She said we need a constructive dialogue in <br />the community regarding race. She said she would support adopting a resolution <br />th <br />recognizing the NAACP’s 100 anniversary. She thanked Mr. Smith for his comments <br />about City employees. She said she has been proud of the leadership Mr. Mason has <br />shown over the past year. <br /> <br /> Mr. Norris thanked Mr. Collins for his comments. He said the poverty rate is <br />th <br />25%, not 40%. He agreed about adopting a resolution recognizing the NAACP’s 100 <br />anniversary. He noted that if there had been an organization like PHAR in existence at <br />the time, Vinegar Hill would not have happened the way it did. <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Ms. Amy Gardner <br />(business owner in district) and John Sydney Knight (landscape architect) were <br />reappointed to the Board of Architectural Review by the following vote. Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. These terms <br />will expire January 1, 2013. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council expanded the <br />Parks and Recreation Advisory Board by one member, and made the following three-year <br />appointments to the Parks and Recreation Advisory Board by the following vote.
