<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, January 20, 2009 AT 6:30 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – January 20, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, Council voted (Ayes: Dr. <br />Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. Absent: Ms. Edwards) to <br />meet in closed session for discussion and consideration of the acquisition of real property, <br />located on Hydraulic Road, for a public purpose, where discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the City, as <br />authorized by Section 2.2-3711(A)(3) of the Virginia Code; and for consultation with <br />legal counsel pertaining to actual litigation involving the Juvenile and Domestic <br />Relations District Court renovation project, where such consultation in an open meeting <br />would adversely affect the negotiating or litigating posture of the City, as authorized by <br />Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Huja, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br />Absent: Ms. Edwards.) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – January 20, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Absent: Ms. Edwards. <br /> <br />ANNOUNCEMENTS <br /> <br /> Mr. Norris said that there will be an electronic recycling drive on January 31 and <br />the City will give away water conservation kits on January 23. <br /> <br /> <br />AWARDS/RECOGNITIONS <br />: POLICE DEPARTMENT ACCREDITATION <br />CERTIFICATE <br /> <br /> Mr. Tim Paul from the Department of Criminal Justice Services presented the <br />reaccreditation certificate to the Police Department. <br /> <br />PUBLIC <br /> <br /> Mr. Stratton Salidas, 704 Graves Street, said that the Free Enterprise Forum has <br />been behind a lot of the support for the Meadowcreek Parkway through the years. He <br />said the money for the Parkway should be used for bikeways and nature preserves and to <br />help connect the City and County. <br /> <br /> Ms. Carolyn Micklem, 1608 ½ Oxford Road, out-going Director of the African <br />American Teaching Fellows Program, said that a dialogue on race should be a priority for <br />the City. She said there is a high level of poverty among African Americans in <br /> <br />
