2 <br />Charlottesville. She said a dialogue will provide an opportunity for people to listen to <br />and learn from one another. She said she hopes the City will follow the Lynchburg <br />model. <br /> <br /> Mr. Morgan Butler, representing the Southern Environmental Law Center, <br />commended staff for the approach they previously proposed regarding a stormwater <br />utility. He expressed disappointment that staff is now recommending that this approach <br />be delayed. He urged Council not to table the proposal and to have staff continue to <br />develop it, perhaps with lower fees. <br /> <br /> Ms. Joy Johnson, 823-D Hardy Drive, expressed concern about the social, <br />economic and political environment of the City. She said much work remains to be done <br />regarding race relations. She said it is critical that Holly Edwards’ proposal be adopted. <br /> <br />CONSENT AGENDA <br /> <br /> <br />Mr. Huja moved the following consent agenda items, amending the Home Energy <br />Conservation Program resolution to add solar power, Dr. Brown seconded the motion, <br />and the following consent agenda items were approved by the following vote. Ayes: Dr. <br />Brown, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None.
