Mr. Morgan Butler, representing the Southern Environmental Law Center, commended staff for the approach they previously proposed regarding a stormwater utility. He expressed disappointment that staff is now recommending that this approach be delayed. He urged Council not to table the proposal and to have staff continue to develop it, perhaps with lower fees.
