8 <br /> Ms. Branch said the recommendations were made by the consultant as best <br />practices, but staff can take another look at it. <br /> <br /> Responding to a question from Mr. Norris, Mr. Brown said that if Council wants <br />to include the zoning text amendment he suggested it be done separately at the next <br />meeting. <br /> <br /> Mr. Norris suggested that we could also encourage employers to provide <br />incentives for alternative parking for their employees. <br /> <br /> Ms. Alexander said we could encourage them, but she does not think we could <br />require them to do so. <br /> <br /> Mr. Norris agreed with Ms. Edwards’ suggestion about funding for transit from <br />developers. Mr. Norris said he thinks the parking restriction after 9:00 p.m. around <br />Friendship Court should be eliminated. He said the current owners of Friendship Court <br />do not feel it is necessary for public safety. He said he thinks having more cars on the <br />street can actually improve public safety and could be used for customer parking. <br /> <br /> Ms. Alexander said Friendship Court residents have not yet been involved in the <br />discussion about parking, but the owner and Police are okay with removing the <br />restriction. <br /> <br /> Dr. Brown said if there is agreement by all we should move forward with the <br />parking change around Friendship Court. He said he received an e-mail about the lack of <br />bike racks generally downtown, and asked if businesses could be required to provide <br />them, or could we provide incentives for businesses for providing them. He said he <br />would like to see a partnership between the City and businesses. <br /> <br /> Ms. Alexander said that can be looked at. <br /> <br /> Dr. Brown agreed with maintaining existing parking limits. <br /> <br /> Mr. Huja added exploring the opportunity for new bike racks to the resolution. <br /> <br /> Mr. Norris added exploring park and ride lots and a comparative analysis of <br />options to the resolution. <br /> <br /> There was no support for exploring parking meters. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the resolution, as amended, <br />was approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br /> BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, that <br />the following actions, based on recommendations in the Downtown Parking Study dated <br />October 27, 2008, as presented to City Council on February 2, 2009, are hereby <br />approved: <br /> <br />? <br /> <br />Restrict delivery by tractor trailers to Water Street, Market Street and both <br />ndth <br />mall crossings at 2 and 4 Streets. After 11:00 a.m. these vehicles will be <br />restricted to Water and Market Streets. <br />? <br /> <br />Create a temporary delivery placard to be given to each business to allow <br />them or their customers to use spaces on the numbered side streets for <br />delivery. Charge $10 per placard with a maximum per business of two. <br />? <br /> <br />Maintain the same number of handicap spaces as currently exist. <br />? <br /> <br />Convert the spaces on the south side of Garrett Street (between Gleason St. <br />ndstnd <br />and 2 St.) and on the north side of Garrett St. (between 1 St. and 2 St.) to <br />two hour parking. Allow unrestricted parking on the north side of Garrett St. <br />st <br />from Gleason to 1 Street. These changes yield 40 two-hour spaces and 18 <br />unrestricted spaces. After further study we propose to one way this section of <br />Garrett Street in the west bound direction and create “back in” angle parking <br /> <br />
