These changes will be implemented immediately. <br />? <br /> <br />Create 12 Vespa/Motorcycle spaces where all day parking is allowed, and <br />explore opportunities for new bike racks. <br />? <br /> <br />Ask the City Manager to continue to explore ways to improve the efficiency <br />of parking enforcement. <br />? <br /> <br />Ask the staff to evaluate and choose a location for the next parking garage and <br />develop a financing plan to present to Council. Likewise, evaluate the <br />feasibility and effectiveness of a park and ride system, with a comparative <br />analysis between a park and ride system and a new parking garage. <br /> <br />PUBLIC HEARING/APPROPRIATION <br />: $10,353,701 – GRANT FUNDS FROM <br />VDOT FOR URBAN CONSTRUCTION (ALLOCATED IN FY 2005 – FY 2008) <br /> <br /> Ms. Jeanette Janiczek, VDOT Project Manager, explained that the appropriation <br />represents State funds that have already been received, and federal funds that are received <br />on a reimbursement basis, for the two projects that the City is managing. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, said that the Planning Commission voted <br />against using the funds. He said this is an excellent opportunity to discuss the relative <br />merits of the project, and noted that City matching funds are required. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association, said she has never had a citizen come to her who said they want to <br />see a grade separated interchange. She said more dialogue is needed on the access for <br />Birdwood residents. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Huja said the City has committed to these project and we should proceed. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the $10,353,701 <br />appropriation for Urban Construction Funds was offered and carried over to the next <br />meeting for consideration. <br /> <br /> Mr. Norris said he agrees with Mr. Kleeman’s comments that this is not the best <br />use of public money. <br /> <br />REPORT <br />: CITY/COUNTY/U. VA. JOINT TASK FOR ON AFFORDABLE <br />HOUSING <br /> <br /> Ms. Melissa Celii, Grants Coordinator/Housing Planner, reviewed the final report <br />of the Joint Task Force on Affordable Housing. She said that the priority areas for the <br />City were increasing funding for housing and adopting/revising public policy to better <br />address affordable housing issues. <br /> <br /> Mr. Norris asked about the timeline for making allocations, and Ms. Celii said <br />Council will make decisions in April. <br /> <br /> Mr. Huja acknowledged the work of the Task Force members who worked hard <br />on the report. <br /> <br /> Mr. Norris agreed and said the recommendations were excellent, and we should <br />consider their goals when allocating housing money. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Edwards thanked Sally Thomas for her work on compiling the report for the <br />South Fork Rivanna River Task Force. She suggested that there be a meeting of the <br />Council, Board of Supervisors, Rivanna Water and Sewer Authority and Albemarle <br />County Service authority to hear the report. <br /> <br />
