<br /> <br />5 <br /> Mr. Norris suggested taking a broader view for apprentices and asked for a <br />report on phase I of the current campaign. <br /> <br /> Councilors indicated they would not support this for now, but it could <br />come back for reconsideration. <br /> <br /> Mr. Norris said the primary target for the CRHA GED Access proposal is <br />public housing residents for the pilot. He said it could be expanded in the future. <br /> <br /> Mr. Huja suggested starting with $25,000. <br /> <br /> Dr. Brown said he supports the proposal as it is as it gives people tools for <br />a better life. <br /> <br /> Ms. Waters said that if CRHA administers the program she hopes it is not <br />limited to people who are on the lease. <br /> <br /> Councilors expressed support for the CRHA GED Access proposal. <br /> <br /> It was agreed that the funding for the Apprenticeship Program be reserved <br />and staff will come back with more clarity about how to make it work. <br /> <br /> There was no support for the Micro-Loan Pilot. <br /> <br />Poverty Work Session Follow-Up <br /> <br /> Mr. Cox noted that Councilors have expressed an interest in the concept of <br />a broader forum on poverty following their work session. He said the idea would <br />be to involve all stakeholders, similar to the budget forum. He said a presentation <br />could be given of current efforts, issues, needs, opportunities and challenges. He <br />said there could then be smaller group exercises and a larger gathering at the end <br />of the forum. <br /> <br /> Mr. Norris asked if there could be an opportunity to supplement the idea <br />with Councilors engaging directly with low income residents. <br /> <br /> Mr. O’Connell said that could be done before the forum. <br /> <br /> Dr. Brown said there are ways that providers work together well and not <br />work together well and common challenges. He asked if these can be addressed <br />in a large meeting. <br /> <br /> Mr. Cox said we could start with a meeting with low income residents, <br />then have a meeting with providers. <br /> <br /> Dr. Brown said he likes the idea of Councilors getting together with focus <br />groups. <br /> <br /> Mr. O’Connell suggested moving forward with those and then deciding <br />about the next step. <br /> <br /> Ms. Waters suggested paying a non-profit to organize a conference. <br /> <br /> Dr. Friedman suggesting having staff at an open meeting that would lead <br />to action. <br /> <br /> Ms. Johnson said people are tired of meeting and talking about poverty <br />with no change. <br /> <br /> Mr. Norris suggested having a series of open, frank dialogues with small <br />groups, including VIEW clients and others, then come back and decide how to <br />proceed. <br /> <br />
