<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCILWILL BE <br />HELD ON Thursday, April 2, 2009 AT 5:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – April 2, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Ms. Beauregard reviewed amendments to the operating and CIP budgets. <br /> <br /> Mr. Huja asked if parkland acquisition qualifies for bonding, and staff said they <br />will look into the matter. <br /> <br /> Responding to a question from Mr. Norris, Ms. Beauregard said that the African <br />American Cultural Festival did not request funding outside of the fee waiver. <br /> <br /> Dr. Brown asked what the County contributes to the Municipal Band. He said <br />that $72,885 is a lot of money to keep the Band downtown for six concerns. <br /> <br /> Ms. Edwards expressed concern about the African American infant mortality rate <br />and not funding the TeenSight program. <br /> <br /> Mr. Norris said he would like to see more collaboration between agencies. <br /> <br /> Ms. Edwards, Mr. Norris and Mr. Taliaferro supported putting $11,354 for the <br />FOCUS – Teensight program in reserve to be held for consideration contingent upon <br />progress reports. <br /> <br /> Responding to a question from Mr. Huja, Ms. Beauregard said that increases in <br />public safety agencies are based upon formulas for the Emergency Communications <br />Center, Blue Ridge Juvenile Detention Center, and Jail. <br /> <br /> Mr. Huja said he would like more detail on what we are getting for our money for <br />AHIP, Piedmont Housing Alliance and Charlottesville Community Design Center. <br /> <br /> Mr. O’Connell suggested holding a work session in June on the funding processes <br />for outside agency funding. <br /> <br /> Dr. Brown said thought it was a good idea because he thinks the City and County <br />work well together on the process. <br /> <br /> Ms. Edwards agreed that we need and work session and said we need a set of <br />standards for non-profits. <br /> <br /> Mr. Norris suggested consulting the Center for Non-Profit Excellence for the <br />work session as well as looking at other models such as Hampton. <br /> <br /> Ms. Edwards said she would like a listing of all agencies that get funding from <br />Untied Way, CDBG, and the City and County. <br /> <br /> Responding to a question from Mr. Huja about whether the new agreement with <br />the SPCA is dependent on the County, Mr. Norris said no, that he had a discussion with <br />the SPCA and while we could do our own agreement, ideally we would do it together <br />with the County. <br /> <br />
