11 <br /> Mr. Joe Shinstock of MMM said there may be an opportunity for a small pocket <br />park and that will be explored. <br /> <br />REPORT <br />: LEED CERTIFICATION FOR NEIGHBORHOOD DESIGN <br /> <br /> Mr. Tolbert said two members of his staff, Khadija Abdur-Rahman and Sujit <br />Ekka, had an idea to bring forward. <br /> <br /> Ms. Abdur-Rahman said the proposal is to offer a Leed checklist, modified to <br />Charlottesville, to the development community for neighborhoods. She said staff would <br />provide free review and would suggest ways to get Leed certified. <br /> <br /> Mr. Huja said he thinks it is an excellent idea. <br /> <br /> Mr. Norris agreed and commended them for their vision and willingness to take <br />this on. <br /> <br /> Mr. Taliaferro agreed. <br /> <br />REPORT <br />: APPROVAL OF RFP FOR DREDGING STUDY <br /> <br />rd <br /> Mr. O’Connell explained that at the March 3 meeting of Council, the Board of <br />Supervisors, the Rivanna Water and Sewer Authority and the Albemarle County Service <br />Authority there was a discussion about an RFP for dredging. He said RWSA drafted an <br />RFP which takes a comprehensive approach. He said the RFP would be issued by <br />RWSA, and the draft is out to the other boards for their comments. <br /> <br /> Mr. Tom Frederick, Executive Director of RWSA, said he tried to reflect what <br />rd <br />came out of the March 3 meeting. He said the RFP outlines the scope of work, includes <br />a bathymetric survey, pre-dredge survey (to find any impediments), volume analysis, <br />sediment sampling (which would provide a clue to its marketability), process and <br />disposal of material. <br /> <br /> Mr. Taliaferro asked why certain things were included in the RFP, and Mr. <br />Frederick said that they always provide historical and background information in RFPs. <br /> <br /> Mr. Taliaferro said he is bothered by the language and wonders if it could guide <br />someone responding to the RFP. <br /> <br /> Mr. Huja said the four bay analysis is an important part of the study. <br /> <br /> Mr. Norris reinforced Mr. Taliaferro’s comments and said there is plenty of <br />background information available elsewhere. He suggested it be taken out as it could be <br />leading, and stick to the facts. He said the language is not inaccurate, but someone could <br />read between the lines and imply that the community is not interested in dredging. He <br />said he thinks it shows a complicated situation. Mr. Norris said his overarching concern <br />is that it feels that we are trying to do a lot with this RFP and very few firms can do it all. <br />He asked if there is any reason why certain parts could not be separated out, such as <br />separate the surveys and separate out whether there is a site that can work. <br /> <br /> Mr. Frederick said the document does not prohibit subcontracting of different <br />elements. He said the risk in breaking it out is expertise and coordination is needed. <br /> <br /> Dr. Brown asked if it would satisfy Mr. Norris’ concerns if the RFP specifically <br />says the work can be subcontracted. <br /> <br /> Mr. Norris said he is more interested in seeing if we can nail down a disposal site <br />and get a commitment from the owner rather than leave it open ended. <br /> <br /> Mr. Frederick said that can be made clear in the scope of work. <br /> <br /> <br />
