12 <br /> Mr. Norris suggested that wording be changed to “appropriate” scale on page <br />three. He said that requiring ten reference letters seems too much and has been told that <br />requiring $3 million insurance seems high. <br /> <br /> Mr. Frederick said the point is to make a bidder understand the liability if they do <br />not do the study with due diligence. <br /> <br /> Mr. Norris said he has been told the sediment analysis should include but not be <br />limited to C33 and P152. <br /> <br /> Mr. Frederick said he does not know what that is. <br /> <br /> Mr. Norris said not to forget about the selection committee. He suggested that it <br />include at least one citizen member and/or elected official. <br /> <br /> Dr. Brown asked about the timeframe, and Mr. Frederick said it normally takes <br />two months after he is given the green light to issue it unless there is a change in the <br />normal process. <br /> <br /> Mr. Huja said he is concerned about what other boards are going to say about the <br />RFP. <br /> <br /> Dr. Brown made a motion to approve the RFP, changing wording to “appropriate” <br />on page 3 and making it clear that work can be subcontracted. <br /> <br /> Mr. Huja said he thinks that language on page 2 can go, but Dr. Brown said he <br />thinks the information is factual. <br /> <br /> Mr. Norris said he thinks the language can remain. He said the body of the RFP <br />is more important. He added a friendly amendment, which was accepted by Dr. Brown, <br />to include language regarding the commitment of land for disposal. <br /> <br /> Mr. Huja seconded the motion and the RFP, as amended, was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O’Connell provided Council with a listing of upcoming policy issues.
