He said the City should think about Shop <br />Charlottesville when they hire contractors. <br /> <br /> Ms. Barbara Lundgren, Executive Director of First Night Virginia, thanked <br />Council for its financial support. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said the 10 miler race raised money for <br />a worthy cause. Referring to an article in The Hook, he suggested that the City look into <br />a trash sorting machine. <br /> <br /> Mr. Joe Kerley said he is requesting that an alley closing approved by Council be <br />rescinded because the property could not be transferred. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said The Hook recently won a top <br />journalistic award for its articles on the water plan. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Neighborhood Association, presented a letter written by the Starr Hill Neighborhood <br />Association 30 years ago which raised interesting points about the razing of Vinegar Hill. <br />She said it also mentions the Meadowcreek Parkway. She said she disagrees that the <br />downtown mall will suffer if the road is not built. <br /> <br />th <br /> Mr. John Gaines, 214 9 Street, N.W., said he has provided the City with the <br />listing of dangerous streets, but he has not heard back. He said Council is interested in a <br />number of issues, but should be concerned about the graduation rate which he thinks is <br />disturbing and shameful. He said Council provides financial support to the schools, and <br />it should encourage the schools to ask for help from U. Va. <br /> <br /> Mr. Federico Vehegas, 114 Monte Vista Avenue, a CHS student, said that <br />McIntire Park is beautiful park land and it should be kept and made into a cultural <br />exchange center. <br /> Mr. Stratton Salidas, 704 Grave Street, presented Council with an article he wrote <br />about Council evading the law for the Meadowcreek Parkway. He said our central park <br />should be preserved. He said the road will bypass retail areas and conditions for the road <br />have not been met. <br /> <br /> Ms. Shawnee West, 1204 E. Jefferson Street, said she supports those who oppose <br />the Meadowcreek Parkway. She said trees and grass are more important now than new <br />roads. She said she would rather see bike paths. <br /> <br /> Mr. Stephen Bach, 1208 Meriwether Street, noted that the Planning Commission <br />vote recommending against CIP funding for the Meadowcreek Parkway was not <br />communicated to Council. He said he would like an explanation of this. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />Dr. Brown agreed with Mr. Bach that Council should have received a written <br />communication about the Planning Commission action, but noted that Council attended <br />the meeting where this was discussed and heard the Planning Commission discussion. <br />He thanked Ms. Hall for their letter, noting that he was a former President of the Starr <br />Hill Neighborhood Association. He asked staff to discuss the City’s discretion in <br />choosing contractors. <br /> <br /> Mr. Craig Brown, City Attorney, said that the City is obligated to solicit bids and <br />accept the lowest bidder by State procurement law for construction services. <br /> <br /> Mr. Taliaferro asked staff to explain the cycle of City Notes. <br /> <br /> Mr. O’Connell said there is an ongoing dilemma about getting information out to <br />three fourths of people via City Notes versus none at all.
