17 <br />by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. <br />Taliaferro. Noes: None. <br /> <br /> WHEREAS <br />, the City Council of the City of Charlottesville believes that changes <br />should be made to the City’s zoning regulations to accommodate Single Room <br />Occupancy (SRO) facilities; and <br /> <br />WHEREAS <br /> , this Council finds and determines that the public necessity, <br />convenience, general welfare and good zoning practice require the study of certain <br />amendments to Chapter 34 (Zoning) of the Charlottesville City Code, 1990, as amended; <br />now, therefore <br /> <br />BE IT RESOLVED <br /> by the City Council for the City of Charlottesville that <br />amendments to Chapter 34 (Zoning) of the Charlottesville City Code, 1990, as amended, <br />to create regulations that allow for and govern the use and siting of Single Room <br />Occupancy facilities are hereby initiated, and the Planning Commission is directed to <br />conduct a study of such amendments to include: <br /> <br /> <br />1.Define Single Room Occupancy (SRO) facilities; <br /> <br />2.Determine zoning districts where it is to be allowed, whether by-right or <br />by special use permit; <br /> <br />3.Density standards; <br /> <br />4.Minimum and maximum number of units; <br /> <br />5.Parking standards; <br /> <br />6.Operational concerns; and <br /> <br />7.Any other items relevant to the study of SRO facilities. <br /> <br />BE IT FURTHER RESOLVED <br /> that the Planning Commission will submit its <br />findings and recommendations to the City Council no later than June 30, 2009. <br /> <br />PUBLIC <br /> <br /> Ms. Dede Smith thanked Council for doing the conservation study. She agreed <br />with Dr. Brown about approaching the state. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, thanked Council for pursuing the <br />conservation study. She said we are a community of conservers. She said she would like <br />to see a public hearing on the conservation study. <br /> <br /> Mr. Huja said he thinks the idea of a public hearing on the conservation study <br />would be helpful, and Mr. Norris agreed. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ___________________________ <br />President Clerk <br />
