5 <br />WHEREAS <br /> , it is a requirement of this grant that projects funded with HOME <br />initiatives money be matched with local funding in varying degrees; <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />the local match for the above listed programs will be covered by the HOME Projects <br />Local Funding Match account (P-00507 in SAP system) in the amount of $37,500. The <br />total of the HUD money and the local match, $150,000, will be distributed by the <br />following two accounts: AHIP- Homeowner Rehabilitation will receive $52,500 from <br />HUD and $17,500 from the City; CECP- Weatherization. will receive $6,000 from HUD <br />and $2,000 from the City. Administrative funds for the year total $5,322. <br /> <br />HOME Program Funds <br /> HOME % MATCH LOCAL <br />(Fiscal Year 08-09) FUNDING REQUIRED MATCH TOTAL <br /> <br />AHIP- Homeowner Rehab $52,500 25% $17,500 $ 70,000 <br />CECP- Weatherization $60,000 25% $20,000 $ 80,000 <br />Administration & Planning $ 5,322 <br /> $ 5,322 <br /> <br /> $117,822 $37,500 $155,322 <br /> <br />APPROPRIATION <br />e. : $110,000 – Insurance Proceeds for Juvenile & Domestic <br /> Court Wall Collapse (carried over) <br /> <br />APPROPRIATION <br />f. : $11,667 – TeensGive Program Grant (carried over) <br /> <br />RESOLUTION <br />g. : Amending BAR Design Guidelines re: Café and Vendor <br /> Signs and Awnings <br /> <br /> WHEREAS <br />, Section 34-288(6) of the City Code requires the City’s Board of <br />Architectural Review (BAR) to develop and recommend to City Council certain design <br />guidelines for the City’s architectural design control overlay districts (“Design <br />Guidelines”); and <br /> <br />WHEREAS <br /> , the City’s BAR has developed amendments to the existing Design <br />Guidelines and, at its meeting on February 17, 2009, the BAR voted to recommend the <br />attached amendments to Chapter 5 (Signs, Awnings, Vending, and Cafés) of the Design <br />Guidelines to City Council for approval; and <br /> <br />WHEREAS <br /> , this City Council finds and determines that: <br /> <br /> <br />(1)The proposed amendments to the Design Guidelines are consistent with the <br />purposes and standards set forth within Article II (Overlay Districts), Division <br />2 (Historical Preservation and Architectural Design Control Overlay Districts) <br />of the City’s Zoning Ordinance; and <br /> <br />(2)The amendments to the Design Guidelines have been developed as required <br />by Sec. 34-288(6), with input from business and property owners in the <br />various districts to which they will apply; now, therefore, <br /> <br />BE IT RESOLVED <br />that the amendments, as set forth in the attached document <br />dated April 6, 2009, to the Design Guidelines are hereby approved. <br /> <br />RESOLUTION <br />h. : Amending 2007 Comprehensive Plan <br /> <br /> WHEREAS <br />, this Council on August 6, 2007 adopted an updated Comprehensive <br />Plan for the City of Charlottesville upon completion of the five-year review required by <br />§15.2-2230 of the Code of Virginia (1950), as amended (hereinafter, the “Comprehensive <br />Plan”); and <br /> <br />WHEREAS <br /> , as authorized by §34-27(a) of the City Code, an application was <br />made to the Planning Commission to amend Chapter 5 of the Comprehensive Plan (Land <br />Use & Urban Design), to eliminate an introductory sentence concerning the Woolen <br />Mills Neighborhood; and <br /> <br />
