6 <br />ORDINANCE <br />i. : “AN ORDINANCE AMENDING AND REORDAINING <br /> SECTION 34-286 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, <br /> AS AMENDED, RELATING TO APPEALS OF BAR DECISIONS TO CITY <br />nd <br /> COUNCIL” (2reading) <br /> <br />ORDINANCE <br />j. : “AN ORDINANCE AMENDING AND REORDAINING <br /> SECTIONS 28-211, 28-212 AND 28-214 OF ARTICLE VI OF CHAPTER 28 <br /> (STREETS AND SIDEWALKS) RELATING TO SIDEWALK CAFÉ <br />nd <br /> OPERATIONS” 2 reading) <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CONVEYING RIGHT OF WAY ON NORTH <br />AVENUE <br /> <br /> Ms. Francesca Fornari, Assistant City Attorney, explained that the request is to <br />sell 366 square feet of City property to the adjacent property owners. She said the land is <br />essentially their yard now, and the title insurance company raised a question about the <br />ownership. She said the sales price is $1,625. <br /> <br /> The public hearing was opened. <br /> <br /> Mr. William Marshall, attorney representing the owners, said that this is a <br />technical title problem. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE CONVEYANCE OF CITY-OWNED PROPERTY <br />(ASHBY PLACE AND NORTH AVENUE RIGHT OF WAY) TO JOSEPH B. <br />MURRARY AND SARAH S. McIVOR” was offered and carried over to the next <br />meeting for consideration. <br /> <br />PUBLIC HEARING/RESOLUTION <br />: COMMUNITY DEVELOPMENT BLOCK <br />GRANT ACTION PLAN FOR FY 2010 <br /> <br /> Ms. Melissa Celii, Grants Coordinator, said that an additional $12,000 was <br />received in CDBG funds, and $16,000 in HOME Funds. She said the CDBG Task Force <br />wanted the funds to go to AHIP. She said the Action Plan updates the City’s goals and <br />objectives. Ms. Celii explained that Council could have to amend the plan if we get <br />stimulus money. <br /> <br /> Responding to a question from Ms. Edwards, Ms. Celii said the plan was posted <br />on the Thomas Jefferson Planning District Commission and City websites and was <br />advertised in the Daily Progress. <br /> <br /> Ms. Edwards said she would like more information on the actual number of <br />people who found a place to live. She said she would also like to see how CDBG <br />funding can be tied into Council priorities, i.e., workforce development. She said the <br />stimulus funds may be an opportunity to look at this. She said she would like to see if <br />there is a real way to move people out of poverty with CDBG funds. <br /> <br /> Mr. Huja asked how many houses AHIP plans to rehabilitate with these funds, <br />and Ms. Celii said five to six. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the Community Development <br />Block Grant Action Plan for FY 2010 was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro. Noes: None. Absent: Mr. Norris. <br /> <br /> <br /> <br /> <br />
