6 <br /> Dr. Brown said the problem with this process is the lack of detail provided to <br />Council for individual projects, and it is too disconnected from Council for the amount <br />we are being asked to spend. <br /> <br /> Mr. Huja said he serves on the PHA Board, but receives no pay and therefore has <br />no conflict of interest. He said he is reluctant to give the $200,000 to Region Ten <br />because of the large amount, but would agree to reducing it by $100,000. He said he <br />supports $50,000 to $100,000 for the downpayment program. He said he supports money <br />for Habitat. <br /> <br /> Dr. Brown recommended that Council be notified when the Housing Advisory <br />Committee meets so they can attend if they want. <br /> <br /> Mr. Huja said very few of the recommended programs create new units. <br /> <br /> Dr. Brown said Habit would help in meeting those goals. <br /> <br /> Mr. Norris suggested that we hold off on Region Ten to get more information as <br />they likely have carryover funds. <br /> <br /> Mr. Huja made a motion to approve staff’s recommendation, but reducing funds <br />for Region Ten to $100,000, adding $100,000 for Habitat for Humanity, and $100,000 for <br />PHA for downpayment (workforce housing funds). <br /> <br /> Mr. Norris asked if we know the demand for the downpayment program. He said <br />he is reluctant to agree to a specific amount if they have a healthy carryover. <br /> <br /> Dr. Brown said he thinks the motion is a good direction to head. He expressed <br />concern about the degree to which our tax money is serving the larger region. He said if <br />we are doing that we should get credit for it. He said he would like to know what <br />programs benefit City residents, and would like to list the degree to which programs can <br />be designed for City residents or if they are serving the greater community. <br /> <br /> Mr. Huja said he would like to track who is served. <br /> <br /> Mr. Norris said the SRO project produces new units and is a regional project that <br />will draw regional support. <br /> <br /> Mr. Taliaferro seconded Mr. Huja’s motion. <br /> <br /> Mr. Huja agreed to amend his motion to pull out funds for Region Ten and the <br />downpayment program pending more information. <br /> Ms. Edwards suggested including the housing funds with the agency review. <br /> <br /> Mr. Norris said he agrees that the Folsom project should not be funded. <br /> <br /> The resolution allocating $485,000 in FY 2009 housing funds as recommended by <br />staff, with Region Ten and PHA downpayment funds removed, was approved by the <br />following vote.
