5 <br />revenue, in excess of budgeted revenue, for the current fiscal year for special event <br />services totaling $23,155. <br /> <br /> NOW, THEREFORE BE IT RESOLVED <br /> by the Council of the City of <br />Charlottesville, Virginia, that the sum of $23,155 which will be received is hereby <br />appropriated as follows: <br /> <br />Revenue - $23,155 <br />Fund: 105 Cost Center: 2491001000 G/L Code: 435060 <br /> <br />Expenditures - $23,155 <br />Fund: 105 Cost Center: 2491001000 G/L Code: 599999 <br /> <br />BE IT FURTHER RESOLVED <br />, that this appropriation is conditioned upon the <br /> <br />receipt of revenue. <br /> <br />ORDINANCE <br />e. : “AN ORDINANCE TO ESTABLISH A GRANT <br /> PROGRAM TO PROMOTE AND PRESERVE HOMEOWNERSHIP BY LOW- <br /> AND MODERATE-INCOME PERSONS WITHIN THE CITY OF <br />nd <br /> CHARLOTTESVILLE” (2 reading) <br /> <br />PUBLIC HEARING/ORDINANCE <br />: ABANDONING DRAINAGE EASEMENT <br />FOR GROVE SQUARE 3 PROJECT <br /> <br /> Mr. Craig Brown, City Attorney, said the recommendation is to abandon the old <br />drainage easement and to put in a new drainage system. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING THE ABANDONMENT OF A DRAINAGE <br />EASEMENT ON PROPERTY OWNED BY GROVE STREET PROPERTIES LLC <br />ON KING STREET” was offered and carried over to the next meeting for consideration. <br /> <br />PRESENTATION <br />: NEIGHBORHOOD LEADERSHIP INSTITUTE – BUSLINES <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that the <br />Neighborhood Leadership Institute has been a great success, and participants were asked <br />to come up with projects. <br /> <br /> Ms. Susan Barris, a NLI participants said her group was interested in increasing <br />ridership on buses, and their idea is to put poetry from schools kids on the buses. She <br />said graphic design and printing services were donated and the schools provided poems. <br />She said the idea is to open it up to the greater community in the future. <br /> <br /> Dr. Brown said it is a great project. <br /> <br />REPORT <br />: SCHEDULE OF FUTURE COUNCIL ACTIONS FOR ROUTE 250 <br />BYPASS INTERCHANGE AT MCINTIRE ROAD, MCINTIRE ROAD EXTENDED, <br />AND MEADOW CREEK PARKWAY <br /> <br /> Mr. Tolbert presented an update on where we are with the road projects and what <br />future action will be needed. <br /> <br /> Ms. Jeanette Janiczek, UCI Project Manager, said the Section 106 process is <br />being done for McIntire Road Extended, and will be completed in September 2009 at the <br />earliest. She said the City is administering the Rt.250 interchange project, and <br />construction is expected to begin in the summer of 2010. She said the environmental <br />assessment and public hearing will be held in late summer or fall of 2009, and <br />neighborhood meetings will be held regarding closing Hillcrest. Ms. Janiczek said <br />required action by Council on Meadow Creek Parkway depends on the outcome of the <br /> <br />
