9 <br /> Mr. Brodhead said that many could have accessory units, but they would have to <br />be small. <br /> <br /> Dr. Brown said Mr. Norris raises a good point. He said accessory units provide <br />increased density and allow people to age in place, and we should not penalize those <br />people. He said we should look at the concerns proactively and address where the <br />restrictions would prohibit accessory units. <br /> <br /> Mr. Tolbert said examples can be brought to Council before the second reading. <br /> <br /> Mr. Norris asked that staff follow up with Mr. Chris Murray of JABA about the <br />concerns. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, the ordinance entitled “AN <br />ORDINANCE AMENDING AND REORDAINING SECTIONS 34-1105 AND 34-1171 <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, TO <br />CREATE SPECIFIC HEIGHT LIMITS FOR ACCESSORY BUILDINGS, <br />ACCESSORY STRUCTURES AND EXTERNAL ACCESSORY DWELLING UNITS, <br />AND TO REVISE REGULATIONS PERTAINING TO THE FOOTPRINT OF <br />EXTERNAL ACCESSORY DWELLING UNITS” was offered and carried over to the <br />next meeting for consideration. <br /> <br />ORDINANCE <br />: ZONING AMENDMENT RE: SINGLE ROOM OCCUPANCY <br />REGULATIONS <br /> <br /> Ms. Ebony Walden, Planner in Neighborhood Development Services, said that the <br />Planning Commission recommended the ordinance by a four to two vote. She said they <br />discussed the definition of single room occupancy and whether one or two persons should <br />be allowed, and whether a kitchen and bath would be required. She said they <br />recommended that up to 15% of the units allow two persons, and that they must have a <br />kitchen and bathroom. She said if Council wants to allow SROs in additional districts, <br />another public hearing will have to be held. <br /> <br /> Dr. Brown said that the Planning Commission recommended requiring bathrooms <br />and kitchens so that the SRO would be a vehicle to self-sufficiency, but he said SROs are <br />really addressing a different pressing housing need. He said he would rather see more <br />flexibility than less. He said he would also like to allow more flexibility in the districts in <br />which they are allowed. <br /> <br /> Mr. Huja said he supports more districts for more flexibility. <br /> <br /> Mr. Tolbert said there were concerns with developers using the ordinance to <br />circumvent the requirements and use them for students. He said there is very little area <br />for high density for students in the U. Va. districts which is why they were created. <br /> <br /> Mr. Huja said he thinks it would be good to have baths and kitchens to provide <br />privacy. <br /> <br /> Ms. Walden said most new SROs in Virginia have kitchens and bathrooms. She <br />said the Planning Commission wanted them to transition to independence and to avoid <br />conflicts. <br /> <br /> Mr. Huja said communal kitchens are a challenge to maintain. <br /> <br /> The majority of Council did not support expanding SROs into University districts <br />and supported requiring baths and kitchens. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the ordinance entitled AN <br />ORDINANCE AMENDING AND REORDAINING CHAPTER 34 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY AMENDING <br />SECTIONS 34-420, 34-480, 34-796, AND 34-1200, AND ADDING A NEW SECTION <br /> <br />
