5 <br /> <br />WHEREAS <br />, the surveys have shown that at least 75% of the total number of on <br />street parking spaces in the proposed restricted parking area were occupied, and at least <br />50% of the total number of on street parking spaces in that area were occupied by <br />commuter vehicles; and <br /> <br />WHEREAS <br />, in accordance with City Code Section 15-203(b)(3), the City <br />Manager has certified that the parking surveys have met the minimum parking occupancy <br />requirements for permit parking controls; and <br /> <br />WHEREAS <br />, Council has considered: <br /> <br />(a) the purpose and intent of the permit parking ordinance and <br />regulations; <br /> <br />(b) the alternate means of transportation, if any, to and from <br />the restricted parking areas being established; <br /> <br />(c) the adverse impact that restricting parking in such areas <br />might have on nearby neighborhoods that do not have <br />permit parking; <br /> <br /> <br />(d)the adverse impact that such restrictions may have on the <br />non-residents of the proposed restricted parking areas and <br />their ability to find available parking near their place of <br />work; and <br /> <br /> <br />(e)the hours, if any, during which the proposed restricted <br />parking areas are affected by commuter vehicles; now, <br />therefore <br /> <br />BE IT RESOLVED <br />by the Council of the City of Charlottesville that Grove <br />Avenue between East High Street and Sycamore Street is hereby designated as a <br />restricted parking area. <br /> <br />RESOLUTION <br />l. : Renewal of Health Dept. Lease & Free Clinic License <br /> Agreement <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the City Manager to sign the following document, in form <br />approved by the City Attorney: <br /> <br />Amendment to Lease Agreement for lease of the property at 1138 <br />Rose Hill Drive, Charlottesville among the City of Charlottesville, <br />the County of Albemarle, and the Commonwealth of Virginia, <br />Department of Health to allow expansion of the leased premises <br />for use by the Charlottesville Free Clinic, and renewal of the lease <br />through June 30, 2014. <br /> <br />ORDINANCE <br />m. : “AN ORDINANCE AMENDING AND REORDAINING <br /> CHAPTER 34 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br /> AMENDED, BY AMENDING SECTIONS 34-420, 34-480, 34-796, AND 34-1200, <br /> AND ADDING A NEW SECTION TO BE NUMBERED 34-936, ALL RELATING <br />nd <br /> TO SINGLE ROOM OCCUPANCY FACILITIES” (2reading) <br /> <br />ORDINANCE <br />n. : “ORDINANCE AMENDING AND REORDAINING <br /> SECTION 15-204 OF ARTICLE V OF CHAPTER 15 OF THE CODE OF THE <br /> CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, EXPANDING PERMIT <br />nd <br /> PARKING ZONE 9” (2 reading) <br /> <br />ORDINANCE <br />o. : “AN ORDINANCE AMENDING AND REORDAINING <br /> SECTIONS 34-1027, 34-1038, 34-1046, AND 34-1200 OF CHAPTER 34 (ZONING) <br /> <br />
