8 <br /> <br /> WHEREAS, <br />the City of Charlottesville’s Downtown Mall Project has been <br />completed with a budget savings of $1,198,337; <br /> <br /> NOW THEREFORE BE IT RESOLVED, <br />by the Council of the City of <br />Charlottesville, Virginia that $1,100,000 in Capital Improvement Funds is hereby <br />reprogrammed and appropriated in the following manner: <br /> <br />$800,000 to be transferred from P-00156 <br /> <br />$600,000 Fund: 426 WBS: P-00204 G/L Account: 599999 <br /> <br />$200,000 Fund: 426 WBS: P-00539 G/L Account: 599999 <br /> <br />RESOLUTION <br />: ALLOCATION OF FY 2009 CHARLOTTESVILLE HOUSING <br />FUNDS <br /> <br /> Mr. Tolbert said that Council has previously allocated $850,000 and $489,143 <br />remains to be allocated of FY 2009 housing funds. He recommended adding $25,000 for <br />site work for the Eco Mod Site due to environmental problems with the land. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said that funds were added <br />for the housing position because the previous salary was found to be too low and because <br />he is trying secure get two years of salary. He said the position will look for funding, <br />housing projects, partnerships with non-profits, will be a resource to the community, will <br />staff the Housing Advisory Committee, and will compile data. <br /> <br /> Mr. Huja agreed that two years’ commitment is needed. <br /> <br /> Mr. Norris said he hopes the position will be able to generate money for the salary <br />in the future. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said that the Virginia <br />Supportive Housing project is estimated to cost $8 million. He said they are asking the <br />City for $500,000 and $1 million from regional partners. He said Albemarle County and <br />Region Ten have offered Section 8 rental vouchers for operating funds. <br /> <br /> Dr. Brown said he would like to structure it so that we do not move forward if <br />others do not commit and suggested adding a contingency clause to the resolution. <br /> <br /> Mr. Tolbert said that if the other things do not happen before closing the City will <br />get its money back. <br /> <br /> Mr. Huja agreed the projects needs to be regional. <br /> <br /> Ms. Edwards asked about the impact of taking those rental vouchers out of <br />circulation, and Mr. Tolbert said they will not be taken out, but will be project based. <br /> <br /> Dr. Brown made a motion to approve the $150,000 for the SRO contingent on a <br />commitment of HOME housing funds and rental vouchers from Albemarle County and <br />Region Ten. <br /> <br /> Mr. Tolbert clarified that they need $500,000 to purchase the property. <br /> <br /> Mr. Norris suggested making closing on the project contingent on the regional <br />commitment. <br /> <br /> Mr. Tolbert said the funding will go to Region Ten, and the City can get the <br />property if the project does not move forward. <br /> <br /> Mr. Brown noted that the City would have to put up an additional $1 million to <br />get ownership of the property. <br /> <br />
