11
recommended that regular updates be provided to Council on the study and plan in
October, January and April.

Responding to a question from Mr. Huja, Ms. Judy Mueller, Director of Public
Works, reviewed the composition of the interview committee. She said it is not
recommended that the interview committee oversee the study.

Dr. Brown said his concern is that the study will morph into a study of
maintenance dredging.

Mr. Norris said Council has supported a study of full restorative dredging for the
water supply, not maintenance dredging. He said the two citizens will continue to be
involved.

Ms. Edwards said the study circle model will be followed for the race dialogue.
She said a panel discussion was held at the last steering committee meeting about what
we want to see. She said they would like to hear about the Rock Hill Academy and home
schooled kids. She said the kickoff with the consultant will be the first week in
December. She said the key is to get participation from every part of the City.

Mr. Huja said he would like to explore possibilities for an attractive City Market
with staff, and would like to explore having the market at Court Square or the County
Office Buiding parking lot.

Mr. Norris agreed.

Ms. Edwards said she would like to hear the ideas from the Neighborhood
Leadership Institute. Ms. Edwards said she is happy to work on this issue as well.

Mr. Tolbert said staff has drafted a letter regarding the impact of new proposed
stormwater regulations to DCR. He said staff feels we need to be supportive of
protecting the Bay and the environment, but should spell out basic concerns and
suggestions for urban sites.

Mr. Huja said the letter is well thought out and he made a motion to authorize the
letter.

Ms. Edwards asked how the regulations would impact the redevelopment of
public housing sites, and Mr. Tolbert said they could absorb it because of the greenspace
they have.

Mr. Taliaferro seconded the motion and it was approved by the following vote.
Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None

PUBLIC

nd
Ms. Edith Goode, 305 2 Street, N.W., said that Rockhill Academy has a video of
their class reunion that might be useful for the dialogue on race.

Mr. Peter Kleeman, 407 Hedge Street, said the pedestrian features around the
Juvenile and Domestic Relations Court do not comply with the pedestrian safety
committee’s recommendations. He suggested that Council ask staff to look at future
projects.

Ms. Mueller said that staff from Public Works and Neighborhood Development
Services are working with the Traffic Engineer to solve the problem.

Ms. Colette Hall, 101 Robertson Lane, said she has heard complaints about poor
landscaping at the Juvenile and Domestic Relations Court. She asked if there stormwater
regulations are only for new development and will they require a fee.

Mr. Norris said that is a separate issue from the letter.
