10 <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, said that the <br />applicant was concerned about turnaround space. She said the storage area is not visible <br />from the public right-of-way. She said the applicant is only planning to be at this site for <br />two years. <br /> <br /> Dr. Brown said that unless there is a compelling reason, given that the Planning <br />Commission discussed the issues, he is not supportive of adding the condition. <br /> <br /> Ms. Edwards said she agrees with Mr. Huja. <br /> <br /> Mr. Norris said the area is devoid of greenery and he supports Mr. Huja. <br /> <br /> Mr. Brown said conditions can be added. He said that typically conditions are <br />designed to mitigate adverse impacts of the special use permit, but in this case the use is <br />not visible. <br /> Mr. Norris said the permit will lead to increased traffic. <br /> <br /> Ms. Creasy said staff will work with the applicant on appropriate landscaping on <br />Harris Street. <br /> <br /> On motion by Mr. Huja, seconded by Ms. Edwards, the Resolution Approving the <br />Special Permit for Outdoor Storage at 900-901 Harris Street, with the condition added <br />regarding landscaping on Harris Street, was approved by the following vote. Ayes: Ms. <br />Edwards, Mr. Huja, Mr. Norris. Noes: Dr. Brown and Mr. Taliaferro. <br /> <br />WHEREAS <br />, Southside Builders Supply Corporation, with the consent of Z to A, <br />LLC, owner of the property at 900 Harris Street, has requested a special use permit with <br />respect to the property identified on City Tax Map 34 as Parcels 6 and 7, consisting of <br />approximately 25,004 square feet (“Subject Property”), to allow use of a portion of the <br />Subject Property for outdoor storage of masonry materials; <br /> <br /> WHEREAS <br />, the Subject Property is classified as “IC” (Industrial Corridor) <br />zoning district and, pursuant to §34-480 of the City Code, such modifications for use of <br />the property are allowed by Special Use Permit; and <br /> <br />WHEREAS <br />, following a joint public hearing before this Council and the <br />Planning Commission, duly advertised and held on July 14, 2009, this Council finds that <br />such use is allowed under City Code Section 34-480, and will conform to the criteria <br />applicable to special permits generally under Chapter 34 of the City Code; now, therefore <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that a <br />special use permit is hereby approved and granted to allow use of a portion of the <br />property at 900 Harris Street for outdoor storage of masonry materials. Approval of this <br />special use permit is conditioned upon: <br /> <br /> <br />(1)Restricting deliveries to the Subject Property to the hours between 6:00 <br />a.m. and 8:00 p.m., with no noise audible beyond the property lines <br />outside of those hours. <br /> <br />(2)Working with Neighborhood Development Services staff on a plan to <br />provide reasonable and appropriate landscaping on the Harris Street side <br />of the site. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. O’Connell provided an update on the dredging feasibility study. He said the <br />scope of work was approved in May of 2009. He said the interview committee was <br />appointed and unanimously recommended that HDR be hired. He said the contract is <br />being negotiated, and it is hoped that Rivanna Water and Sewer Authority will approve a <br />contract, or the initial phase soon. He said the study should be completed in April or <br />May. He suggested that two citizens on the interview committee continue to be involved. <br />He said there will likely be two public meetings, in December and late spring. He <br /> <br />
